Abstract:	因我國委外訓練之就業率僅約4成多，與職訓中心自辦訓練之就業率〈約8成〉落差甚大，而委外訓練人數又占全部失業者職業訓練人數近8成，實為重要。為了對於目前職前訓練與實際就業間「訓用落差」情形，研擬具體改善措施方法，及與訓練單位建立長期夥伴關係，以提升委外訓練單位之執行成效。因新加坡重視勞工之在職訓練及用訓合一，於全球金融海嘯期間，能有效減少企業裁員，及協助失業者培養工作技能以重返職場，爰研究新加坡委外訓練制度，俾以他山之石作為未來研擬具體措施之依據。
