本研究主要在了解:以質化研究中的深度訪談法針對方案相關人(執行與接受就業服務的專案管理員、就業服務員、就業服務督導)等的訪談結果,依照自製的社會政策評估模型(公正平等、公部門組織、就業市場、人性自主)的理念框架,作為省思「此方案」後續問題在哪?及需求對應的評估指標:探討「職業重建計畫」(也就是生涯轉銜服務整合有關的就業方案,以下內文皆簡稱:「此方案」)針對其內容實施的大略評估,確定挑戰環境者在「職業重建方案」的就業情形之優、缺點,及切合就業目標與否、實際的效用性為何?俾於本研究自製的福利分析象限當中將社會福利專業落實於鑑定服務執行過程的問題意識、未來政策或方案修正方向,可以建立身心障礙權保護法的框架為何?
