隨著中國對外開放的程度日趨深化,以及外資進入中國大陸更形活絡,在地方政府各憑實力積極促進地方經濟發展之際,不僅令中國大陸中央與地方關係產生了極大的變化,也進一步改變外資與地方政府的互動。尤其當中國整體經濟發展戰略出現極大的轉變,中國大陸不再將自身的經濟發展局限在提供廉價的勞動力或其他生產因素,開始轉向高科技、環保與相關服務產業的發展之際,各地方政府對於地方產業發展規劃也開始轉向爭取外資資金與技術密集的產業進駐,希冀透過此類產業的投資,不但可以促成整體產業升級的目的,亦可帶動當地新一波技術與資金的流入,以便能加快技術趕上世界水準的位階。因此影響部分以出口為主的外商在此波產業轉型的浪潮中,面臨到嚴峻的考驗。因此,本研究計畫觀察焦點將放在兩個層面,一為透過赴青島投資的韓、日中小企業,來觀察隨著當地政府的外資政策有所轉變的同時,是如何藉助自身長期深耕當地的經驗與經濟實力,與當地政府進行角力與議價的行為,以及韓、日商面臨投資環境的變化時,所採取的因應策略,及其可能倚仗的支持力量。本文希冀透過青島韓、日商的投資行為,來探討投資目標國的地方政府發展模式的演變對政企關係的影響,以及外資所因此產生因應策略的轉變,並且透過歷時性的分析與探究,期能對現有以台商為主相關論述的建構有所助益。
With the economic growth inspired by China’s opening-up policy and the enthusiastic promotion in the economic development by the local governments, all have led to the changes in the relations not only between the central and local governments, but also between the local governments and foreign investors, especially due to China has adjusted her economic strategy to develop high tech, environmental and related service industry instead of providing cheap labor or other production factors. The capital- and tech-intensive industries are welcomed by local governments in order to catch the world technical level, to upgrade the industry and to drive the repeated investment of capital and technology. However, the labor-intensive and export-oriented industries will face the serious challenges consequently. This research will examine two issues. The first issue will be focused on the Korean and Japanese SMEs investing in Qingdao to observe the patterns of their bargaining behaviors with local governments. As the foreign direct investment policy of local governments has been adjusted, how these SMEs proceed with the negotiation with local governments with the help of their long-term experience and own economic strength. The second one will be focused on the strategies and the eventual supports behind them during the transformation process of the role of the local governments. This research will explore whether the transformation caused by the development of local governments would influence her interaction with foreign investors and her position to foreign investors through the examination on the investment behavior of Korean and Japanese enterprises in Qingdao, and furthermore, whether the transformation would lead to the transformation of foreign investors as a response in order to adapt themselves to the new conditions. The diachronical research will be applied to contribute to the related studies on Taiwan merchant in China.
