未來世界唯一不變的就是變，而且變化的速度也愈來愈快。千鄉萬才計畫也許只是中國西部的一個計畫，但資訊社會的本意就是全球化。如果可以在此成功推行也許就可以複製到所有的貧窮鄉村使得脫離貧困不再只是一個遙不可及的想，一個比星巴克更像是教人釣魚而不只是做慈善的計畫。在可預見的未來，一個南與北、貧與富的對抗之前如果有一個可行的脫貧計畫就可以把世界的動盪減到最小。一個已經需求過剩的社會完全不需要再有人從事勞力密集的產業了，取而代之的是只要有基本的S.E.T(Software, English, Type)能力而去從事別的產業(可以從觀光農業開始)所以我確信溫世仁先生他的計畫不只是做公益而是一個可行的計畫，更希望不要因為他的去世而中斷了這個計畫所以希望能藉著本文把溫先生的計畫介紹給大家。本文是通過統計數據和文獻分析的方法來證明資訊社會的網際網路對社會發展的正面影響，特別以黃羊川的實例做探討。
The only unchanged thing in the future is changing, and it is changing much quicker than before. Although “Town and Talent Project” is just a plan in western China, the informational society means globalization. If this project can be successfully carried out, this model can be adopted in all the poor cities to help them out of impoverishment. Unlike Starbucks, this project teaches people how to make a living, rather than living on charity. If there is a feasible project which can help countries get rid of impoverishment in this unfair world, the turbulence can be minimized. An excess-demand society needs no more labor-intensive industries, instead, the basic ability, S.E.T(Software, English, Type), enables people to step into other industries, such as tourism and agriculture. I believe this project by Mr. Wen is not only a charity, but a practical plan which can continue after his death, and that is why I want to introduce this project to everyone. This thesis paper uses statistical series and bibliography to prove the positive influence of international communication on society development. This thesis paper particularly focuses on the case of Huang Yang Chuan City.
