    Title: 臺灣公共政策網路參與平臺提議之研究

    Abstract: 本論文旨在探討公共政策網路參與平臺提議效能不彰原因之探討。公民參與公共政策在現代化民主國家是一個非常重要的概念,更是為民眾提供良善有效的執政效能的作為之一。近十多年,國家公共政策之形成、修正或廢止,公民參與提議已成為眾多國家重要的參考與依據。因應公民參與公共政策的發展趨勢,我國於2015年2月建置「公共政策網路參與平臺」(http://join.gov.tw),期使透過此參與平臺「諮詢」、「監督」、「提議」、「反映」四種服務機制,讓社會大眾與政府對話與溝通,促使政府施政能更加完善、周全且貼近民意。不過,參與平臺成立至今,國民提議雖有政策成案與執行,但參與平臺價值並未如預期,還出現負面聲量。本論文採用文獻分析法、次級資料分析法,並引用政策分析中政策論證結合個案研究法,對公共政策網路參與平臺2015年至2022年各項調查報告與內參資料進行探究。本論文研究發現其效能不彰之原因,包括:一、民眾提議的內容無法有效曝光並吸引附議者目光,以致多數提案所需附議人數無法達標。二、提議內容多數無法滿足「多數人利益及不影響國家整體施政」兩大條件,以致即便成案,多數最終仍無法被權責單位採納。三、參與平臺對於成案,缺乏有效的整合機制。
    The purpose of this paper is to explore the reasons for the lack of effectiveness of public policy online participation platform proposal. Citizen participation in public policy is a very important concept in modern democratic countries, and it is one of the acts to provide good and effective governance for the people. In recent years, the formation, amendment or abolition of national public policies, "citizen participation proposal" has become an important reference and basis for many countries. In response to the development trend of citizen participation in public policies, Republic of China government set up a "Public Policy Online Participation Platform" in February 2015. The website is http://join.gov.tw. Through this platform, the public can engage in dialogue and communication with the government through four service mechanisms: consultation, supervision, suggestion and reflection, to promote government governance to be more complete, comprehensive and close to public opinion. However, since the establishment of the platform, although the "national proposal" has had policies finalized and implemented, the expected value of the platform has not been reached, and there has been negative noises. In this dissertation, literature analysis and secondary data analysis are used, and the policy argumentation-combined case study method in policy analysis is used to explore various survey reports and internal reference data of the public policy online participation platform from 2016 to 2020. This dissertation finds that the reasons for its ineffective performance are as follows: first, the content proposed by the public cannot be effectively exposed and attract the attention of the seconders, so that the number of seconders required for most proposals cannot be met. Second, most of the proposed content can not meet the two conditions of "the interests of the majority of people and do not affect the overall governance of the country", so that even if the proposal is completed, it can not be adopted in the end. Third, the platform lacks an effective integration mechanism for the case.
