摘要: | 正濱漁港位於台灣的北端屬於基隆市的一部分,過去為台灣重要的遠洋漁業港口。然而,隨著產業發展模式改變與台北市的磁吸效應,造成產業與人口快速流失,地區逐漸衰敗。加上國家整體財政分配制度,造成基隆市政府預算規模不足,過去多次試圖透過公共建設帶動地區再發展皆無明顯成效。2014年基隆市政府為振興地區發展與產業再生,改採地區環境改造、大學工作坊、藝術策展等都市治理策略,幾年光景後正濱漁港周邊佈滿文創商店、獨立書店、咖啡廳與餐廳,不但成為北台灣最具特色與重要的觀光景點,也帶動了地方再發展。究竟正濱漁港是如何透過一系列的藝術策展,吸引創作者與年輕學子進入正濱漁港與周邊場域,形成綿密的社會網絡,進而獲得在地居民的信任釋出閒置空間作為創作者進駐的場域,帶動地區環境改造與再生值得進一步探究。本研究透過次級資料搜集、訪談與參與式行動研究等方式,第一線觀察與體驗工作坊與藝術策展人、年輕藝術家、活動參與者與在地居民之間如何透過藝術策展形成社會網絡並累積社會資本,以及新創階級進駐後對於地區實質環境改造的成果。研究發現除藝術策展者因為長期進駐地方與居民建立較為深厚的關係外,相關參與者並未與在地民眾建立社會網絡。惟在藝術策展的田野調查過程中,藝術行動參與者越趨理解在地深厚的文化底蘊與自然景致,進而移居正濱周邊,有效增加在地人口並帶動三級產業發展,相關研究可以作為各地推動地方創生的參考。
Zhengbin Fishing Port, located at the northern tip of Taiwan, is part of Keelung City, which historically served as an important offshore fishing port. However, due to changes in industrial development patterns and the magnetic effect of Taipei City, the area has experienced a gradual decline marked by rapid industrial and population loss. In 2014, the Keelung City Government implemented urban governance strategies, including environmental renovation, university workshops, and art curation, aimed at revitalizing the region and regenerating its industries.
Over the subsequent years, the vicinity of Zhengbin Fishing Port has transformed into a vibrant area filled with cultural and creative shops, independent bookstores, cafés, and restaurants. This transformation has not only established it as one of the most distinctive and significant tourist attractions in Northern Taiwan but has also facilitated local redevelopment.
This study aims to explore how a series of art exhibitions at Zhengbin Fishing Port have attracted creators and young students to the area, fostering a dense social network. This process has enabled local residents to trust the initiative, leading to the repurposing of unused spaces for creators, thereby promoting the transformation and revitalization of the local environment.
Utilizing secondary data collection, interviews, and participatory action research, this study examines firsthand how social networks are formed and social capital is accumulated among art curators, young artists, event participants, and local residents. It also investigates the tangible outcomes of the physical transformation of local environments following the arrival of the new creative class.
The findings reveal that, while art curators established deeper relationships with local residents due to their prolonged presence in the area, other participants did not develop similar social networks. Nevertheless, during the fieldwork focused on art curation, participants gained a deeper understanding of the rich cultural heritage and natural beauty of the region, leading to a migration towards the vicinity of Zhengbin. This shift has effectively increased the local population and promoted the development of tertiary industries, serving as a reference for fostering local revitalization in various regions. |
