摘要: | 宜蘭縣因地形阻隔、開發較晚,限制了聯外互動與經濟發展,也在文化、語言、政治、居民意識等方面都展現出迥異於其他縣市的特色。北宜高速公路在2006年完工通車,將宜蘭-台北的旅運時間由120分鐘縮短為40分鐘,提供二地間快速、安全、舒適之道路,從此宜蘭縣正式納入大台北都會區之通勤範圍,同時也將對宜蘭縣的自然環境、經濟發展、居民生活帶來巨大轉變重塑宜蘭縣原有的生活型態。
隨著北宜高速公路的通車,宜蘭的產業結構在觀光產業上尤其有明顯變化,北宜高速公路帶來的時空收斂效果加速觀光客的流入,然而隨著時間遞移,單此一誘因並不足以維持觀光熱度,能受到觀光客青睞的主因還是在觀光遊憩景點(包括自然、人文、服務、設施)本身的吸引力;重大交通建設並非帶動觀光的唯一途徑,除了便捷的交通之外,更要有實質吸引人的觀光內涵才能達到加乘的效果。
交通部預計「北宜鐵路提速工程計畫(含替代方案高鐵延伸宜蘭)」最快於2025年動工,未來台北到宜蘭僅需17鐘,可能又會對宜蘭帶來一番新的氣象,都值得持續加以關注。有鑒於此,無論是北宜高速公路或是未來的高鐵延伸宜蘭計劃所帶來的人流、車流是否是為宜蘭縣所能負荷,宜蘭縣政府在發展觀光業的同時也必須以「環境承載力(Environmental carrying capacity)」的觀點切入透過管制性開發等措施向「永續發展(Sustainable development)」邁進,期許能達成「宜居宜蘭」的美好願景。

The temporal and spatial convergence effect brought by the Bei-Yi Freeway has accelerated the inflow of tourists. However, as time goes by, this single incentive has not It is not enough to maintain the popularity of tourism. The main reason for being favored by tourists is the attraction of tourist attractions (including nature, humanity, services, and facilities). Major transportation construction is not the only way to promote tourism. In addition to convenient transportation, It is also necessary to have substantial and attractive tourism connotations to achieve the multiplier effect.
The Ministry of Transportation expects that the "Beijing-Yilan Railway Speed Improvement Project (including alternative high-speed rail extension to Yilan)" will start construction as soon as 2025. In the future, it will only take 17 minutes from Taipei to Yilan, which may bring a new atmosphere to Yilan. It deserves continued attention. In view of this, whether the flow of people and vehicles brought by the Beiyi Freeway or the future high-speed rail extension to Yilan is beyond the capacity of Yilan County, the Yilan County government must also take the "environmental load" approach while developing the tourism industry. From the perspective of "environmental capacity", we move towards "sustainable development" through measures such as regulated development, hoping to achieve the beautiful vision of "livable Yilan". |
