| 摘要: | 全球暖化和氣候變遷已成為全球面臨的重大挑戰，國際間為此展開了減碳與淨零排放的行動。旅遊業作為全球經濟中的重要部門，其碳排放量不容忽視。因此，推動低碳旅遊已成為實現旅遊業永續發展目標的重要途徑之一。旅遊業的發展通常是地方經濟的推動力，也是振興地方產業的重要手段，隨著人們愈加重視休閒生活，政府將旅遊業視為發展重點，透過多種方式吸引遊客，刺激觀光產業的發展。
本研究以基隆市和平島地質公園為個案，探討如何通過推動低碳旅遊來實現永續發展，本文採用文獻分析法、半結構式訪談法和個案研究法。首先回顧了相關理論基礎，包括永續發展理念、低碳旅遊的內涵和國內外實踐案例，隨後對和平島地質公園的自然和人文環境、旅遊現況以及低碳旅遊推動情況進行了深入分析。研究發現，和平島地質公園低碳旅遊發展策略遵循UNESCO地質公園的四大核心價值：地景保育、環境教育、社區參與、地景旅遊。主要發展涵蓋交通運輸、住宿餐飲、景點活動、環境保護、社區參與五大構面，將低碳旅遊永續發展的理念融入和平島地質公園的日常營運。
Global warming and climate change have become major challenges faced by the world, prompting international efforts to reduce carbon emissions and achieve net-zero targets. As one of the most significant sectors in the global economy, the tourism industry's carbon footprint cannot be ignored. Therefore, promoting low-carbon tourism has become a crucial approach to achieving the sustainable development goals of the tourism industry. Tourism development often drives local economic growth and revitalizes local industries. As people increasingly prioritize leisure, governments are focusing on tourism development, employing various methods to attract tourists and stimulate the tourism industry.
This study uses the Heping Island Geopark in Keelung City as a case study to explore how to achieve sustainable development through the promotion of low-carbon tourism. For the research methods, I use literature reviews, semi-structured interviews, and case studies. First, I review the theoretical foundations, including the concept of sustainable development, the essence of low-carbon tourism, and domestic and international practical cases. Then, I conduct an in-depth analysis of the natural and cultural environment of Heping Island Geopark, its current tourism situation, and the implementation of low-carbon tourism initiatives. My research finds that the low-carbon tourism development strategy of Heping Island Geopark follows the four core values of UNESCO Global Geoparks: landscape conservation, environmental education, community involvement, and geo-tourism. The main development strategies cover five aspects: transportation, accommodation and dining, attractions and activities, environmental protection, and community participation. These strategies integrate the concept of low-carbon sustainable development into the daily operations of Heping Island Geopark. Through these measures, Heping Island Geopark not only protects its valuable natural resources but also promotes community economic development, achieving a balanced development of environmental, social, and economic benefits. |
