台灣以太陽光電能源轉型為主軸做為能源轉型的重點,並提出一地多功能結合的綠能利用方式,其中漁電共生作為一種創新的解決方案,以台南為目前最大宗的漁電共生專案開發區域。但光電設施的設置仍存在許多爭議和疑慮,引起環保團體和當地利益相關方的擔憂。本研究擬藉由七股漁電共生政策推廣中的抗議案例,探討太陽能光電政策在能源轉型過程中的有效性,以及政策推廣行銷過程中的認知落差與溝通困境,進而提出有效的政策推廣行銷溝通策略。
Taiwan has placed solar photovoltaic energy transformation as the main focus of its energy transition and proposed a green energy utilization approach that integrates multiple functions in one location. Among them, the coexistence of fishing and electricity generation serves as an innovative solution, with Tainan being the largest development area for fishing and electricity generation projects. However, the installation of photovoltaic facilities still faces significant controversy and concerns, causing worries among environmental groups and local stakeholders. This study aims to examine the effectiveness of solar photovoltaic policies in the energy transition process and explore the cognitive gaps and communication challenges during the promotion of policies, using protest cases from the promotion of fishing and electricity generation policies in Qigu as a basis. Furthermore, effective strategies for promoting and communicating policies will be proposed.
