Abstract:	目的：本研究目的在於探討澳門控煙政策的發展變化，比對不同的控煙政策分析澳門未來政策的發展方向。研究方法：本研究使用使用深度訪談法，分析受訪者對吸煙行為的價值觀、對控煙及相關政策接受度和看法。另外還用法規整理分析法、時事觀察印證方法，以多角度分析議題。結果：本研究發現隨著社會價值觀的改變，人漸漸改變對吸煙和控煙的看法，控煙的流行乃大勢所趨，在既有的吸煙文化中加入控煙工作自然需要良好的政策方針。以澳門和鄰近地區的政策比較，澳門的政策起步晚，但發展快，在官民合作下令市民明顯感受到政策的成效。政策再進而發展，不能任意妄為，需要與時並進，考慮立法原意並達至和諧。 Purpose: The objectives of this thesis were to explore the changes in Macao smoking control policy. Through comparison with the different smoking control policies from different places/countries, analyzed the government measures and advised on the future development of the Macao policy. Methods: “In-deep interview” research method had been used in this thesis. Through “in-deep interview”, examined the value concept over smoking, interviewee’s views and acceptance on the smoking policy. Other research methods, “Collation and analysis of law”, “public affairs observation” had been utilized in order to examine data from multiple perspectives. Conclusion: Research findings showed that the value of smoking would change over time, people’s point of view of smoking control and the related policy can also be changed. Smoking control has been the trend for the society. Given the history of smoking culture, smoking control needs for sound policy initiative to make a breakthrough. Compared to neighboring regions, Macao’s smoking control policy has been implemented not long ago, but has a rapid development. Under the co-operation between the public and private sectors, citizen can see the obvious effect of smoking control measures. The next step, the further development of the policy, the government cannot govern willfully and recklessly, the strategy must keep abreast of the times, keep the original objective clearly in mind and create a harmonious whole.
