    題名: 在臺外籍移工地方依賴、地方認同、地方滿意度 與再訪意願之研究─以桃園市中壢區為例

    摘要: 自1970年起,臺灣為了避免傳統產業過度仰賴國外的原料供給,造成生產的不穩定,因此積極尋求產業轉型與調整產業結構。隨著當時經濟起飛與各種產業轉型發展,工資和生產成本逐漸提高,再加上國民所得與教育水準提升等種種因素積累,導致就業生態與觀念的改變,傳統勞動力為主的產業從事意願低落,基層勞工不足的問題日益增大。政府為改善勞力密集產業的勞力需求,於1989年通過《十四項重要工程人力需求因應措施方案》,開始引進外籍勞工,協助政府解決當時公共工程落後現況。外籍勞工的引進不僅彌補當時勞力不足的問題,也促進臺灣經濟的繁榮與帶動相關產業的發展,外籍移工在臺灣產業發展上扮演著重要的角色。
    隨著各類外籍人士相關政策的改變與鬆綁,在臺外僑居留人數也由1980年的22,302人,大幅成長至2021年的669,992人,約占臺灣總人口數的3%,代表大約每33位臺灣人口中就有1位是外籍移工;以縣市別來看,桃園市外籍移工人數為11.3萬人為最大宗。至今,臺灣社會中已存在非常多元的族群,不同族群間在都市空間上的需求,將是都市規劃中不可避免的議題。透過地方認同、地方依賴與地方滿意度相關理論,理解人、空間、功能使用之間的關係,進而以再訪意願概念解讀臺灣的城市是否為一個對多元族群友善的城市。透過相關研究理論,以問卷調查與建立結構方程模型進行,研究結果發現在臺外籍移工之地方認同會正向影響地方滿意度,地方依賴與地方滿意度皆對於在臺外籍移工之再訪意願有正向影響,地方滿意度於地方認同與再訪意願間也存在中介效果,並以上述結果提出研究結論與後續相關建議。
    Since 1970, Taiwan has been actively seeking industrial transformation and restructuring in order to avoid the unstable production caused by the over-reliance of traditional industries on foreign raw material supply. As the economy took off and various industries transformed, wages and production costs gradually increased, coupled with the increase in national income and education standards, resulting in changes in the employment environment and job-seeking concepts, the willingness to work in traditional labor-based industries declined, and the problem of labor shortage at the elementary level grew. In order to improve the labor demand in labor-intensive industries, the government passed the "Fourteen key engineering manpower demand response measures" in 1989 and began to bring in foreign workers to help the government solve the backward situation of public constructions at that time. The introduction of foreign workers not only compensated for the labor shortage at that time, but also promoted the prosperity of Taiwan's economy and the development of related industries, and foreign migrant workers played an important role in the development of Taiwan's industries.
    With the change and relaxation of various policies related to foreigners, the number of foreigners residing in Taiwan has grown significantly from 22,302 in 1980 to 669,992 in 2021, accounting for about 3% of Taiwan's total population, which means that about one out of every 33 people in Taiwan is a foreign migrant worker. So far, there are already very diverse ethnic groups in Taiwan society, and the needs of different ethnic groups in urban space will be an inevitable issue in urban planning. By understanding the relationship between people, space, and functional use through theories related to local identity, local dependency, and local satisfaction, the concept of willingness to revisit is used to interpret whether the cities in Taiwan are friendly cities to multiple ethnic groups. Through relevant research theories, using questionnaires and establishing a SEM model, the results of the study found that the place identity of foreign migrant workers in Taiwan will positively affect the place satisfaction. There is a positive effect, and there is also a mediating effect between place satisfaction and place identity and revisit intention. Based on the above results, the research conclusion and follow-up related suggestions are put forward.
