Nowadays in Taiwan, the “Low-carbon Sustainable Homeland Program” is disseminated and executed through interactive exchange activities with the administrative boroughs and communities that are normally accessed by the general public during their daily life. Through such program, people in Taiwan will be encouraged to engage in and experience the promotion of low-carbon activities. In this research, the literature analysis method and in-depth interview method are implemented by selecting Taoyuan City as the research target in order to study the efficacy of the “Low-carbon Sustainable Homeland Program”. During the research, we conducted the case study for the green transportation aspect in order to evaluate the policy established to promote the electric motorcycles and the resulting effect. The research result indicated that the number of electric motorcycles in Taiyuan City has surpassed 80,000 units in November 2021 and it is the first of its kind and the highest number ever seen in Taiwan. The main reason is that Taoyuan City has enforced a number of efficient promotional policies. In addition to encouraging the turnover of motorcycles through subsidies, a friendly environment is also created to promote the vehicle sharing. Currently, there are over 14 million motorcycles in Taiwan market. It is hoped that the successful mode demonstrated by Taoyuan City can be promoted to the whole of Taiwan in order to speed up the transformation of fuel-burning motorcycles to electrically powered motorcycles. In this way, we may achieve the planned net zero emission target by 2050 more efficiently.
