Abstract:	研究將探討歐盟「經濟暨社會委員會」及「區域委員會」在其推動氣候變遷調適政策的歷程和執行狀況。計畫目的在分析EESC及CoR在當前歐盟決策過程，尤其是在立法上的地位與角色；研究亦著重目前在歐盟地方及區域日趨重要的跨域合作治理的功能無論對於環境議題或區域治理的理論與個案均有補強效果，亦對氣候調適策略實務具參考意義。
