    摘要: 過去城鄉規劃、土地利用規劃等規劃互相衝突,產業、住宅等土地使用零碎,造成經濟生產效率低,並且破壞生態與農地。近期中國規劃體系變化,中國共產黨指導部門編制國土空間規劃取代過去規劃,主要目的是讓相同土地使用集中,保護農地,保護生態。
    地理資訊系統輔助規劃師編制計畫多年,地理資訊系統等軟體技術長期發展,二次開發是開發者快速開發地理資訊系統的方式。有鋻於都市規劃時需進行圖資建置與操作分析,然目前相關地理資訊系統軟體較為複雜,内建工具衆多但不易搜索,都市規劃者在操作時耗時費力。因此,本研究開發專屬都市規劃者之都市地理資訊系統,將都市規劃常用工具以直覺式的方法設計,以輔助都市規劃者進行都市規劃分析,同時提高都市規劃圖資建置與分析之效率。本研究透過二次開發方式,使用.NET、C#、WinForm、Visual Studio、ArcObjects與其他類庫開發地理資訊系統軟體。本研究所開發的軟體功能包含大部分規劃師規劃國土空間所需要之功能。例如地圖顯示與三維模型顯示類、資料管理類、編輯要素類類、要素與柵格屬性類、專題地圖類、處理資料類、特別分析類與其他類。本研究亦提供軟體説明、使用類庫裡類開發地理資訊系統、國土空間規劃與GIS開發知識。
    此外,本研究所進行的二次開發地理資訊系統,僅以國土空間規劃內容與流程為基礎,透過部分自擬代碼與部分引用既有代碼的方式,整合建置輔助國土空間規劃之地理資訊系統介面。由於大陸部分官方資料取得困難,因此採用開放圖資與假設圖資並行方式進行示意,無統一操作案例。
    本研究為技術報告,僅嘗試透過實驗試做與簡易組成的方式,練習與展現基於ArcGIS二次開發輔助國土空間規劃的研究。
    In the past, urban and rural planning, land use planning and other plans conflicted with each other, and land use for industries and residences was fragmented, resulting in low economic production efficiency and damaging to ecology and agricultural land. With the recent changes in China's planning system, the Communist Party of China has guided the relative department directly to draw up the national spatial plans to replace previous plans. The main purpose is to concentrate the use of the same land, protect agricultural land, and protect the ecology.
    Geographic information systems have assisted planners in making plans for many years, and software technologies such as geographic information systems have developed for a long time. Secondary development is a way for developers to develop geographic information systems quickly. In urban planning, map data construction and operation analysis are required. However, the current related geographic information system software is relatively complex. There are too many built-in tools to search to urban planners which are time-consuming and laborious in operation. Therefore, this research develops an urban geographic information system exclusively for urban planners, which uses an intuitive method to design common urban planning tools to assist urban planners in urban planning analysis, while improving the efficiency of urban planning map construction and analysis. This research uses .NET, C#, WinForm, Visual Studio, ArcObjects and other class libraries to develop GIS software through secondary development. The software functions developed by this research include the functions that most planners need to plan land and space. For example, map display and 3D model display class, data management class, editing feature class, feature and grid attribute class, thematic map class, processing data class, special analysis class and other classes. This research also includes the software descriptions, the use of library classes to develop geographic information systems, and the overview of the national spatial planning and the knowledge of GIS development.
    In addition, the secondary development of the geographic information system made by this research is only based on the content and process of the national spatial planning, and integrates and builds a geographic information system interface that assists the national spatial planning by using both self-made codes and existing codes. Due to the difficulty in getting official maps and data in the mainland China, the parallel method of open map data and hypothetical map data is used for illustration, and there is no unified operation case.
    This research is a technical report. It only tries to practice and demonstrate the research based on the secondary development of ArcGIS to assist the research on the national spatial planning through experiments and simple composition.
