到2021年10月台灣人口老齡化指數已達135.15，老年人數已達380萬3633人。隨著老年人口的快速增長，慢性病和功能障礙的患病率將急劇上升，相對殘疾人口也將顯著增加。長期護理的需求和負擔也迅速增加。
隨著政府長期照護政策的推行，機構式長期照護有其自身發展的必然性，長期照護需求仍需由機構照護來滿足。長照機構行業的發展和重要性可期。
長照機構服務質量的口碑效應是影響顧客進入意願的關鍵因素。專業護理人員的短缺和護理需求的增加是長期護理機構面臨的挑戰。本研究在分析系統思維成長上限模型的基礎上，針對內外部因素進行修正，嘗試通過系統觀念為長照機構提供績效評價標準，使長期照護機構可以作為經營決策的參考，進一步提高經營業績。通過長照機構案例驗證了本研究構建的評價模型的有效性。根據案例績效評價的實際表現，為案例機構提供未來的方向和改進目標，以增加其行業競爭力。
Taiwan Aging Index had reached 135.15 by October 2021, and the number of elderly population had reached 3,803,633. The rapid growth of the elderly population led to a sharp rise in the prevalence of chronic diseases and functional disabilities. Persons with disabilities will also continue to increase significantly, while the demand and burden of long-term care is also increasing rapidly.
With the implementation of the long-term care policy by the government, institutional long-term care has its own inevitability. Since the demand for long-term care still needs to be fulfilled by institutional care, the development and increasing importance of the long-term care industry can be expected soon.
The word-of-mouth effect of service quality of long-term care facilities is a key factor affecting customers' willingness to participate. The shortage of skilled nursing staff and increased nursing needs are challenges for long-term care facilities. On the basis of the model analysis of the limits to growth in systems thinking, this study adjusts internal and external factors, seeking to provide performance appraisal standards for long-term care facilities through the causal loop diagram of systems thinking. They can be regarded as long-term care facilities’ reference for business decision-making to further improve business performance. The validity of the evaluation model constructed in this study is verified by the case studies on long-term care facilities. On the basis of the actual performance appraisal, this study provides the case-studies on long-term care facilities with future directions and improvement goals to improve their competitiveness in the industry.
