    摘要: 基於智慧型成長管理規劃理念之落實,大眾運輸導向發展乃是現今主流的都市發展作為,然而傳統TOD的規劃僅強調土地使用規劃,忽略居民前往捷運站的方式,導致居民仍使用私人運具前往捷運站轉乘,使得TOD無法發揮預期效益。根據研究,大眾運輸場站周邊步行環境改善後,可增加居民前往捷運站的步行意願。2007年Cervero提出大眾運輸導向廊帶空間發展,此規劃理念以車站為中心,運用節點連結成軸線,促進整體廊帶發展,並強調步行空間的品質,建立適合步行的環境,試圖減少居民對私人運具的依賴,達到永續的都市發展型態。
    爰此,本研究運用TOC規劃理念,改善臺北都會區捷運站周邊步行環境,欲探討居民接受程度為何。本研究以有捷運習慣的居民為研究對象,建立影響步行意願之因素評估體系,透過條件評估法假設居民「從住家前往捷運站」與「從捷運站返回住家」兩種步行過程,分別運用負二項迴歸模型,剖析捷運站周邊步行環境改善對步行意願之影響關係。實證結果發現,計有6項因素對居民增加步行意願具有顯著影響。其中,減少步行空間障礙物、建置遮陽避雨設施與順平行人步道對於前往捷運站的步行意願造成正向影響;而串聯行人步道動線、沿街商店以透明櫥窗展示與提供多樣化商業使用對於從捷運站返家的步行意願造成正向影響。此外,從捷運站返家的期望值推估,平均一週居民的步行意願將提高1次,步行意願效益約提升29%,是以,臺北都會區捷運站周邊步行環境改善對居民步行意願具有正面效益。
    Based on the implementation of the smart growth management planning concept,Transit-Oriented Development is now the mainstream urban development practice. However, the traditional TOD planning only emphasizes land use planning and ignores the way residents go to the MRT station, resulting in residents still using private transportation equipment Transferring to the MRT station made TOD unable to achieve the expected benefits. According to research, the improvement of the walking environment around the MRT station can increase residents' willingness to walk to the MRT station. In 2007, Cervero proposed the development of Transit-Oriented Corridor. This planning concept takes the station as the center and uses nodes to connect into the axis to promote the overall corridor development. It also emphasizes the quality of pedestrian space, establishes a walkable environment, and tries to reduce residents’ personal concerns. Relying on transportation equipment to achieve sustainable urban development.
    In view of this, this study uses TOC planning concepts to improve the walking environment around MRT stations in the Taipei Metro Area, and wants to explore the acceptance of residents. This study takes residents with MRT habit as the research object and establishes an evaluation system of factors affecting walking willingness. Through the conditional evaluation method, it is assumed that residents will walk between "from home to MRT station" and "from MRT station to home". The Negative Binomial Regression model was used to analyze the influence of the improvement of the pedestrian environment around the MRT station on the willingness to walk. The empirical results found that there are six factors that have a significant impact on residents' increasing willingness to walk. Among them, the reduction of obstacles in the pedestrian space, the construction of shading and rain protection facilities, and parallel pedestrian walks have a positive impact on the willingness to walk to the MRT station; while the pedestrian trails are connected in line, and the shops along the street are displayed in transparent windows and provide diversified businesses. Use has a positive impact on the willingness to walk home from the MRT station. In addition, the expected value of returning home from the MRT station is estimated that the residents’ willingness to walk will increase once a week on average, and the benefit of walking willingness will increase by about 29%. Therefore, the improvement of the walking environment around MRT stations in the Taipei metro area will have a positive impact on residents’ walking willingness.
