The research makes use of the method of the discourse analysis to dig out the governance crisis in modern democracies. It first and foremost finds out that the governance crisis is actually caused by the abuse of the selfish and the exclusive mentality of political leaders.

It then concludes that the fraternity thoughts laid out by Chinese Confucianism, the French Revolution and claimed by Dr. Sun Yat-sen in modern China and the direct civil rights would effectively eliminate the selfish and the exclusive mentality of political leaders.

It expects the practice of direct civil rights would deal with the crisis in modern democracies and establish an egalitarian society.
