摘要: | 穩健發展的社會體制,除了政策到位及具強的執行力外,完善的公共人力資源結構亦是不可缺少的重要部份,本研究試圖以香港、台灣及澳門文化部門之人力資源結構進行現況之探究,並分析文化部門之續效產出成果、執行情況,探討當中因政策及資源投入多寡等因素會否與人力資源結構有著直接或間接的關係而造成鄰近地區有著不同顯著差異。重點分析澳門文化部門的績效產出現況,同時分析研究澳門文化部門是否像宏觀研究數據顯示一樣存在人力資源配置的問題。
過往數據和報導指出澳門公務員比例是亞洲地區人數比例最多,所以本研究期望發現人力資源結構上具差異性的原因,且由於澳門文化部門在近年經歷一次職能重組,將職能重覆的部門重新結合,用意是完善公共人力資源管理及建設更好的體制結構,最新的政策方向是大力推動文化產業及旅遊業,在資源投放上亦增加一定的比例,包括人力資源的開支,令本研究主題有更多探討和發掘空間,分析投入及產出之績效具體差異的表現,本研究主要歸納分析文化部門公共人力資源結構及討論澳門文化職能部門公共人力資源與香港、台灣等鄰近地區的差異及成因。最後在文獻參考及數據資料綜合,揭示在眾多宏觀數據分析統計中,澳門公共部門不是整體都存在人力資源過剩的問題,補充澳門、香港及台灣三地文化部門的績效比較參考資料,同時亦帶出政策資源投入對文化部門職效產出的特殊性及重要性。

This research attempts to explore the differences in the human resources structure of the cultural functions of Hong Kong, Taiwan and Macau, analyze the continuous efficiency output results and implementation status. Have statistics indicate that the proportion of civil servants in Macau is the largest in Asia, this research hope to find more reasons for differences in human resource structure on this particular individual. At the same time Macau’s cultural department has undergone a functional reorganization, reunite departments with repeated functions, want like to better improve public human resource management and build a better institutional structure. The latest policy direction is to promote the cultural industry and tourism, also increase a certain percentage of resources, includ human resources expenditure. Let this research have more room for discussion and discovery, Inductive analysis and discussion of the public human resources structure of the cultural sector, summarize and analyze the public human resources of cultural functions in Hong Kong, Taiwan and Macau. Finally, comprehensive literature and data, supplement some data about the Macau public sector have not the problem of excess human resources in all department, increase reference materials for the performance comparison of the cultural departments of Macau, Hong Kong and Taiwan, At the same time, demonstrates the particularity and importance of policy resource input to the effectiveness of cultural departments. |
