在「全球思維，在地行動」的互動影響下，區級地方治理面對21世紀全球化衝擊與全球治理機制的向下延伸，及在地需求的向上回應，治理模式必然有所調整。本文以創新觀點認為，區公所應結合公、私及第三部門為治理平台，推動治理運作，實施課責檢討，形成架構、運作及課責的「三位一體」區政治理體系，型塑永續成長的治理循環圈。

Limited by constraints on administrative, financial and personnel power authorities, the district offices of municipal government were short in governance chips, creating impacts on their original governance operation mode and leading to the reconstruction of local governance at the district level. Based on the transformation of district-level local governance in New Taipei City, this paper explores the differences before and after the restructuring, with the result serving as a basis for predicting future trends.
