以低收入戶來說,資格審查是以在該戶籍內的所有的人口數計算,以每一個人每一個月的平均月收入17,005元為標準,要低於此金額才算得上是符合低收入戶的資格。看似簡單,實際上仍然是會審查所謂的身家背景、名下動產不動產等所有物,以及一般大眾所不知的限制要求。除了法規上的規定標準以外,審查人員在法規下是否有裁量空間,是否因為審查人員的裁量導致申請人的資格有所異動。
本研究透過質性研究之深度訪談法及參與觀察法,綜合研究受訪者在實務審查時的情形及遇到的困境,是否因其組織機關或其個人裁量因素而影響其執行行為,並加入研究者的觀點,共有6位受訪者參與。
研究發現,審查執行上由於每個審查人員的主觀意識不同,主觀意識的強烈會造就審查結果的不同。應統一審核意見,並整合社會資源讓因現行法規無法申請低收入戶之民眾,可轉介至其他社會福利團體,發揮最佳效益。
For low-income households, the qualification review is calculated based on the total number of people in the household registration. This research uses the in-depth interview method and participation observation method of qualitative research to comprehensively study the situation and difficulties encountered by the interviewees during the practice review, whether the execution behavior is affected by the organization or the discretion of the individual. The researcher's point of view, a total of 6 respondents participated.
The study found that due to the different subjective awareness of each reviewer in the implementation of the review, the strong subjective awareness will cause different review results. The review opinions should be unified, and social resources should be integrated so that people who cannot apply for low-income households due to current laws and regulations can be referred to other social welfare organizations to maximize their benefits.
