面對年年下降的出生人口數,政府擬以公共化政策來擴大托育服務量,各界也期昐政府提供近便、優質、且負擔得起的托育服務。新北市政府在2011年推出首家公共托育中心。本研究是以此項政策實際執行者,新北市公共托育中心主管人員之觀點,藉由現場經營管理的經驗,探究公共托育中心的托育現況,以達本研究之目的。
本研究採行質性研究取向,在此研究場域選取六位研究對象,透過深度訪談方式,蒐集資料並加以整理歸納。從營運現況來看,1.廣設公托家長受惠,但財政壓力、成本增加造成負擔,2.收托費用長期未調整影響服務品質3.收托比例無法變動影響托育品質;在經營層面1.來自員工、家長及上級的各種需求,人力資源及財務運用,讓主管人員備感壓力,2.繁複的評鑑制度及不同標準讓現場人員工作量備增。
最後根據研究結論,期望能提供建議給政府單位、承辦單位在未來政策上的參考,未來有意願想進入此場域的主管人員也能透過此研究得到啟發。
Issues such as decreasing birth rates and low fertility rates keep emerging in our lives. Faced with a yearly decline in the number of births, the government has proposed to enhance the childcare service volume through public policies. People from all walks of life also expect the government to provide childcare services that are accessible, high-quality, and affordable.
The New Taipei City Government launched its first public childcare center in 2011. This study employed the viewpoint of the public childcare center manager, an actual executor of the policy. The current situation of daycare provided by the public childcare center was explored based on onsite management experiences, in order to fulfill the research purposes of this study.
A qualitative research orientation was adopted in this study. Purposive Sampling, within non-probability sampling, was used. At the research site, six research participants were selected according to their seniority in the workplace. Through in-depth interviews, data was collected, compiled, and summarized. The viewpoints of the public childcare center supervisors regarding the current status of childcare provided by public childcare centers were analyzed. In view of the current operational status: 1. Extensive establishment of public childcare centers benefits parents, but the financial pressure and increased costs add burdens; 2. Service quality is compromised since childcare fees have long remained unadjusted; 3. The daycare ratio not being subject to change affects childcare quality. In terms of operational aspects: 1. The various needs of the employees, parents, and managers add tremendous pressure to supervisors; 2. The complex evaluation system results in an increase in labor and material resources.
Finally, based on the research conclusions, the suggestions provided are expected to serve as references for government agencies and undertaking units in future policy for-mulation. Managers who intend to enter this field in the future may also draw inspira-tion from this research.
