    摘要: 本研究在自我敘說新北市公設民營公共托育中心主任的工作服務經驗及歷程,敘說故事從民國102年夏至今,主要內容包括:公共托育中心重新招標、空間規劃、營運,公托主任從草創期所面臨的低潮及困難,在無後援下一路辛苦摸索、突破困境,並將投入的硬體、軟體設備、業務費、人事費等開銷總費用,向政府辦理開辦費核銷,到營運啟用幼兒的收托、中心營運收入,這些年扮演團隊的領導者並帶領團隊從陌生青澀-蛻變-成長到獨立穩定。
    本研究的主要目的在敘說新北市公共托育中心的辦理過程,及公共托育中心的實際營運運作狀況,及非營利組織與政府的協力合作互助關係。基於上述本研究發現,公私協力資源共享關係必須是平等、信任的,及採用非營利組織經營公共托育中心的因依據協會成立的組織章程改選理事長,因人事變動容易造成營運困境的問題。期待藉由經驗的敘說研究,能提供給對托育有關注的夥伴們更了解公設民營的經營歷程及挑戰、並做為參考與啟發,也藉由回想及省思能重新檢視在公共托育中心七年的工作歷程,重新整理自己的托育藍圖及框架。
    This study is a self-narrative of the work experience of the director of a publicly-owned private-run public childcare center and the course of services rendered. The period of the narrative was from the summer of 2013 to the present day. The main contents include: the re-tender of the public childcare center; spatial planning; business operations; downturns and difficulties encountered during the start-up period; seeking direction without support; overcoming difficulties; applying for start-up fee write-offs from the government to cover the total cost of investments in hardware, software, business expenses, personnel expenses, etc.; childcare acceptance at start-up; and operating income for the center. Over the years, the director as the leader of the team has led the team through unfamiliar and inexperience, to transformation and growth, eventually leading to independence and stability.
    The main purpose of this study is to narrate the management process of a public child center in New Taipei City, its actual operational status, and the cooperation and mutual assistance among non-profit organizations and the government. Based on the above, this study found that resource sharing-based public-private partnerships must be equal and trusting, and that attention must be given to the plights and problems of public childcare centers managed by non-profit organizations. It is expected that through this experiential narrative-based research, partners concerned with childcare can better understand the course of and challenges experienced by publicly-owned, privately-run public childcare centers, which can then serve both as a reference and a source of inspiration. In addition, through recall and reflection, the course of the 7-year work at the public childcare center is reexamined. This in turn aided in the rearrangement of personal blueprints and frameworks.
