    摘要: 公務員招聘制度是公務人員制度的重要組成部分,是現階段成為公務人員的必經程序,是推行公務人員制度改革的關鍵。公務人員招聘制度的實質是為國家機關選拔優秀的人才,對建設「高素質、專業化」的公務人員隊伍具有重要意義。
    本研究通過整理相關資料和文獻,系統地闡述澳門、香港與中國大陸的公務人員招聘制度的歷史沿革和目前現狀,著重比較澳門、香港與中國大陸公務人員招聘制度的內容,從而發現澳門公務人員招聘制度在實施過程中存在的問題,最後總結香港與中國大陸公務人員招聘制度對澳門公務人員招聘制度的借鑑與啟示。
    關於完善澳門公務人員制度的建議,本研究認為可採取下述方法:通過規範公務人員招聘管理體制,分類與分級公務人員考試,使得招聘的控制職能化,招聘的管理科學化;通過報考條件的科學設置,均等化招聘的機會;通過公務人員招聘內容的完善,合理化招聘的方式;通過加強考官隊伍建設,科學化考官小組的組成;通過加大公務人員招聘中的監督力度,制度化招聘的監督,進一步完善澳門公務人員招聘制度,使得澳門的公務人員招聘制度更加民主化、科學化和法制化。
    因此,本研究的對策建議具有一定的適應性、有效性和公平性,希望對完善澳門公務人員招聘制度有所貢獻,將由實踐的有效方式,用制定成制度的形式,在社會範圍內進行規範、引導及有效監督,使澳門的公務人員隊伍更加的興盛和團結。
    The recruitment system of civil servants is an important part of the civil service system. It is the necessary procedure to become a civil servant at this stage and the key to the reform of the civil service system. The essence of the examination system of civil servants is to select excellent talents for the state organs, which is of great significance to the construction of "high-quality, professional" civil servants.
    Based on this, this study systematically expounds the historical evolution and current situation of the civil service recruitment system in Hong Kong and Macao by combing relevant materials and literature, and focuses on comparing the content of the civil service recruitment system in Hong Kong and Macao, so as to find out the problems existing in the implementation process of the civil service recruitment system in Macao. Finally, it summarizes the recruitment system of civil service in Hong Kong and Macao Reference and Enlightenment of employment system.
    As for the suggestions on improving the civil service system in Macao, the following methods can be adopted in this study: By standardizing the recruitment management system of civil servants, classifying and grading the civil servants' examinations, we can make the control of recruitment more functional and the management of recruitment more scientific; by setting up the conditions of application more scientifically, we can equalize the opportunities of recruitment; by improving the contents of recruitment, we can rationalize the way of recruitment; by strengthening the construction of the ranks of examiners, we can rationalize the composition of the groups of examiners; by increasing the public service The strength of supervision in recruitment, the supervision of institutionalized recruitment, and the further improvement of Macao's civil servant recruitment system will make Macao's civil servant recruitment system more democratic, scientific and legal.
    Therefore, the countermeasures and suggestions of this study have certain adaptability, effectiveness and fairness, hoping to help improve the recruitment system of civil servants in Macao. It will be an effective way confirmed by practice, in the form of a system, to regulate, guide and effectively supervise within the social scope, thereby making the civil servants in Macao more prosperous and United.
