本研究旨在探討導入「人才發展品質管理系統」(TTQS)之關鍵成功因素,研究對象為桃園市職業工會。本研究可分為五個階段:首先,由文獻探討歸納出導入TTQS關鍵成功因素的訪談問卷;其次,針對TTQS評核委員、顧問以及桃園市職業工會TTQS承辦人員,共15位,進行深度訪談;第三,運用質化研究方法的紮根理論,歸納出桃園市職業工會導入TTQS關鍵成功因素,為4大構面和12項關鍵成功因素;第四,建構出AHP層級架構,決定上述構面和關鍵成功因素的相對權重;最後,將本研究所導出的桃園市職業工會導入TTQS關鍵成功因素,與學者孔毓翔於2010年撰寫的《台北市職業工會導入TTQS關鍵成功因素之研究》,兩篇研究做相互比較,瞭解導入之差異。根據所得到的研究結果,建議職業工會導入TTQS時,應該優先注意的事項,並對後續研究提出具體建議。
The purpose of research is investigating key success factors of adopting “Talent Quality-management System” (TTQS) about Taoyuan City Craft Union. This study was divided into five stages. First of all, the interview questionnaires of KSF on adopting TTQS were summarized from literature review. Second, in-depth interviews were proceeding for evaluation commissioners of TTQS, consultants and undertakers of TTQS in the Taoyuan City Craft Union. The total number of interviewees is fifteen. Third, four major aspects and twelve KSFs of adopting TTQS for the Taoyuan City Craft Union were summarized by using the grounded theory of qualitative research method. Fourth, constructing the framework of Analytic Hierarchy Process to determine the relative weighting of four major aspects and twelve KSFs. Finally, compare this research with the "Analysis of Key Success Factors on the Taipei City Craft Union That Adopt TTQS" which written by scholar Kung, Yu-Shiang in 2010 to understand the differences between these two studies. According to the research results, suggest the priority for Craft Union adopting TTQS, and offer specific suggestions to the follow-up study.
