摘要: | 鑑於近年政府社會福利預算與國防及教育預算並列在中央政府總預算之10%以上,然而,在兒少家庭政策公共支出,卻只占GDP 0.34%,遠不及英國、丹麥(約占3.5%至4%),和先進國家之平均值2.43%相距甚遠。在兒少吸食毒品、街頭鬥毆等事件頻傳之際,政府如何開發多元的社會資本,以提供兒少更有品質的學習照顧服務,實需要公私協力共同達成。
本研究係以質性研究,透過半結構式訪談、參與觀察,以及文獻回顧方式,為探討青草職能學苑推動高關懷兒少學習輔導成效,經綜整訪談資料分析,得出以下結論:
一、「社團法人台灣城鄉永續關懷協會」採公私協力之經營策略,除可促進公、私部門資源與社區資源整合,提升社區生活品質,並有助該協會業務推動及永續發展;但是,在政府經費有限,無法長期提供補助,加上競爭激烈的募款市場,財源的不確定性,是該協會未來經營將會面臨的威脅。
二、「青草職能學苑」推動高關懷兒少學習輔導方案,所遭遇的問題是與學校在協力的著眼點不同,會有協力障礙;另外,倘兒少家庭生活環境仍然存在著危險性因子,將影響學習輔導效果,此為該學苑在推動兒少學習輔導需要面對的挑戰。
三、青草職能學苑推動高關懷兒少學習輔導方案,在參與兒少的家庭關係、個人情緒方面大部分有獲得改善,而且學習態度也顯現積極主動,所以整體評估本研究方案是具有成效。
Over the past few years, the government in Taiwan has allocated a specific amount of annual budget to facilitate the development of social welfare, national defense, and education. And that figure accounts for more than 10% of the central government’s total budget. However, the public expenditure on policies for families with youngsters aged between 12-15 accounts for merely 0.34% of the national GDP, far less than that of the United Kingdom and Denmark, which is around 3.5% to 4%. It is also a huge difference compared with the average amount of 2.43% in advanced countries. While incidents such as drug abuse and street fighting among youngsters have become frequent occurrences, it is imperative for the government to find out how to create multi-dimensional social capitals so as to provide more quality care services for youngsters. And this undertaking requires the collaborative efforts from both the public and private sectors.
Based on qualitative research method, semi-structured interviews, observation method, and literature review, this study aims to discuss the efficacy of a learning guidance program launched by the Grass Life Skills Academy for high-risk youngsters. After analyzing the data from our interviews, we come to the conclusions as follows:
I. The approach taken by the Taiwan Corp. Sustainable Urban and Rural Care Association is to collaborate with the public and private sectors as well as the local communities to integrate as many resources as possible, thereby enhancing the quality of life in the communities they serve while facilitating the sustainable development of the Association. However, due to limited budget from the government, subsidies apportioned to the Association is not on a long-term basis. Besides, there are different types of fundraising campaigns launched by different organizations, making fundraising an increasingly competitive task. Consequently, the Association’s biggest challenge will be about how to maintain its financial stability over the coming.
II. This study finds that the difficulty the Grass Life Skills Academy encounters is that the Academy and schools have different perspectives on which priorities they should both focus on, thus limiting the synergy that could have been fully achieved. In addition, if the risk factors existing in some youngsters’ families cannot be reduced, the result of the learning guidance program will inevitable be affected, which will pose a huge challenge for the Academy to overcome.
III. Having said that, the study shows that high-risk youngsters participating in the learning guidance program have generally made improvement on emotion management and the relations with their families. It is noteworthy that when it comes to learning, these youngsters apparently show more keenness and dedication to their studies than before. This indicates that the program has achieved some level of success in assisting high-risk youngsters. |
