在澳門從事保險工作需要證照始得執業,保險業中介人是受行政法規《保險代理人及經紀人法例》 所監管的,任何個人、或法人欲在澳門特別行政區從事保險中介業務須申領有關牌照。基於本地保險市場的急劇發展,保險產品複雜性的提高,以及近年來加入保險中介行業人數增加的緣故,《保險代理人及經紀人法例》於2001年已被修改,其主要目的是通過提升整個行業的專業性從而保障投保人的權益。其中一項主要的更改是引進了「保險中介人素質保證計畫」。根據該計畫,除非獲得豁免,否則所有的保險中介人必須通過「保險中介人資格考試」。「保險中介人資格考試」於2002年1月1日實施,起初由澳門金融管理局的保險監察處舉辦,隨著澳門金融學會於2002年3月成立,澳門金融管理局則委任該會作為主考機構。
在2018年1月1日更設立了「保險中介人持續專業培訓計畫」,考慮到保險業務的急速發展,以及巿場上的保險產品更趨複雜和多樣化,故有需要提升保險中介人的專業水準,確保在澳門特別行政區獲許可的保險中介人具備適時和適當的專業知識和技能以履行其保險中介活動和職責。目的旨在鼓勵保險中介人透過持續進修學習,提升其專業水準,從而為客戶提供更優質的服務。
透過訪談在保險業及相關層面上,不同範疇及經驗的被訪者的觀點及意見,針對受訪者提供的資料分析,採用了深度的訪談方式蒐集資料,訪談對象包括政府部門官員、協會會長、保險公司、學者、資深從業人員及新進從業人員共六位。
整體而言對專業證照及「保險中介人持續專業培訓計畫」的認知都呈現正向看法,顯示保險中介人普遍認為實施專業證照制度及持續專業培訓是現金社會中,講求專業必備的證明。
根據訪談結果歸納可得知,影響中介人培訓成效之正向因素,包括政府與相關機構願意提供學習機會,依學習者的需求規劃培訓內容,安排專業講師提供實務的工作經驗等,營造出良好的學習氣氛,吸引更多人的保險中介人進行學習,而培訓時數與專業證照續領的制度連結,可確保從業人員的專業能力及服務品質,以提昇投保民眾之信賴程度與信心,從而也能鼓勵保險業從業人員持續進修及專業成長的使命感。
It is necessary to obtain relevant licenses for engaging in insurance work in Macao. The insurance intermediary industry is regulated by the Administrative Laws of Insurance Agents and Brokers . Any individual or legal person who wants to engage in insurance intermediary business in the Macao Special Administrative Region shall apply for the relevant license. Based on the rapid development of the local insurance market, the increasing complexity of insurance products and the growing number of people joining the insurance intermediary industry in recent years, the Administrative Laws of Insurance Agents and Brokers was amended in 2001, and its main purpose is to protect the rights and interests of policyholders by enhancing the professionalism of the entire industry. One of the major progresses was the introduction of the Insurance Intermediary Quality Assurance Scheme, under which all insurance intermediaries must pass the Insurance Intermediary Qualification Examination unless they are exempt. The Insurance Intermediary Qualification Examination was implemented on January 1, 2002. It was initially organized by the Insurance Supervision Office of the Monetary Authority of Macao. With the establishment of the Macao Financial Institute in March 2002, the Monetary Authority of Macao appointed the Institute as the main examination body.
Afterwards, the Insurance Intermediary Continuing Training Scheme was set up on January 1, 2018. In view of the rapid development of insurance business and the increasing complexity and diversification of insurance products on the market, there is a need to improve the professionalism of insurance intermediaries to ensure that insurance intermediaries licensed in the Macao Special Administrative Region have the right and appropriate professional knowledge and skills to perform their insurance intermediary activities and responsibilities. The purpose of the project is to encourage insurance intermediaries to enhance their professionalism through continuing education and to provide better services to their clients.
