    摘要: 隨著老人化與少子化問題日益嚴重,未來將面臨老人照護問題,臺灣自105年規劃推動長照十年計畫2.0,建立以社區為基礎之長照服務體系,使民眾獲得近便、多元的服務。為降低執行長照2.0之ABC試辦服務單位的預算負擔,政府單位致力於核銷流程之數位化。然而,數位化之單據或紀錄易遭受篡改或偽造,為確保核銷系流程之單據完整性與不可否認性,應以數位簽章機制加以保護。因此,本計畫將設計與實作適用長照2.0核銷系統之多重數位簽章機制,以加強流程之安全性。一、 設計與實作應用於長照2.0核銷系統之具文件切割模之多重簽章模組:考量服務單據或紀錄是在長照2.0之ABC試辦服務單位各別提供服務後才會產生,無法採用群體簽章(group signature)或多重簽章(multisignature)達到安全需求。因此,本計畫第一年將設計與實作具文件切割之多重簽章機制,將每次所產生之單據或紀錄視為完整文件切割的一部份,每次服務機構對於該次單據或紀錄進行簽署,待整個被照顧者照顧組合完成,集合所有簽章產生具文件切割之多重簽章以進行核銷。二、 設計與實作應用於長照2.0核銷系統之具文件切割模之多重並存簽章模組:在長照服務項目中,部份服務需要被照顧者在單據或服務紀錄上簽名,因此為確保被照顧者隱私,本計畫第二年將設計與實作具文件切割之多重並存簽章機制,並存簽章之性乃簽署者具有匿名性。核銷過程中,驗證者只能驗證單據或服務紀錄之有效性,無法得知被照顧者之確實身份。當有核銷不實或發生問題時,公證第三方可以讓簽章與簽署者連結進而追蹤被照顧者之身份,並進而確認責任歸屬。再者,本計畫將實際所開發之系統與財團法人天主教主顧修女會奇蹟之家合作,進行所設計之方法的概念性驗證(proof of concept)。
    With the growing problem of aging society with declining birthrate, the future will face the problem of elderly care in Taiwan. Taiwan government has planned to promote the long-term-care ten-year plan 2.0 since 2016, and established a community-based long-care service to enable the people to obtain kinds of services in their community. However, in order to reduce the budget burdens of ABC service organizations performing long-term care 2.0, the government works for the digitalization for the expenditures verification process. However, digital documents or records might be tampered or falsified. To ensure the integrity and non-repudiation of digitized documents in the expenditures verification process, there should be a digital signature mechanism to protect the digitized documents. Therefore, the project will design and implement multisignature mechanisms for the expenditures verification process of long term care 2.0, and the implemented mechanisms will ensure digitized documents against tampering or falsification. 1. Design and implement the multi-signature module with document decomposition for the expenditures verification system of long-term care 2.0: Consider that the service documents or records are generated after the ABC service organizations performing long-term care 2.0 provide services. Hence, group signature or multisignature mechanisms are not suitable to provide security requirements in the expenditures verification system of long-term care 2.0. In the first year of the project, we will design and implement the multisignature mechanism with document decomposition used in the expenditures verification system of long-term care 2.0. In each service, the generated digitized documents or records are regarded as part of the whole document, and the ABC service organization has to sign the digitized documents or records. All of the signatures are collected to be a multiple signature with document decomposition after all of the long-term care 2.0 services for the user being taken care of are finished.2. Design and implement the multi-concurrent signature module with document decomposition for the expenditures verification system of long-term care 2.0: In the long-term care service, the user being taken care of has to sign the digitized documents or records. In order to ensure the privacy for the user being taken care of, we will design and implement the multi-concurrent signature mechanism with doocument decomposition with multiple documented. The characteristic of the proposed multi-concurrent signature is that the signer is anonymous for other parties. That is, only the trusted third party can identify the linkability between the signer and his/her corresponding signature. During the verification process, the verifier can only verify the validity of the documents or service records, but he/she cannot obtain related information about the user being taken care of. As there is a dispute or a problem, the trusted third party can disclose the identity of the signer and confirm who has to take full responsibility. Furthermore, we will cooperate with Sisters of Prividence and the caregivers will help us confirm proof of concept for our developed system.
