    Abstract: 近年德國與日本在政策上以「再生能源」進行「地方創生」,創造了豐碩的成果,同樣的方向也為我國政府大力效法,希望在推動能源轉型時結合對地方的永續發展,而離岸風電正是我國能源轉型的重要支柱之一。基於歐洲國家推動離岸風電的先例,離岸風電確有振興地方經濟、引導地方永續轉型的潛力;然而從2018年底的選舉公投結果,以及後續的監察院報告看來,都顯示國人對於我國是否應推動離岸風電仍有所質疑。為了理解能源轉型台灣的實踐是否能夠形塑地方產業轉型與社區永續獲益,本研究選定桃園外海的麗威離岸風場開發案,分析離岸風電在台灣的引入,是否能協助促成「能源轉型」與「地方創生」的雙贏;本研究將透過對各社區鄰里與業者行動的深入追蹤,以「引領公共投資」、「建立利益共享」與「建立夥伴關係」作為三項指標,檢驗該該離岸風電計畫如何帶動產業轉型與促進地方倡議發想,期能為我國能源轉型的走向提供重要參考。由於我國能源議題向來多以歐洲為主要學習典範,本研究希望可協助歸納出較適合我國國情的能源文化脈絡與行動綱領,建立與地方治理結構相符的新構想,而產出更適合用在東亞推動的在地能源行動方案,此對於全球的民主政治、地方發展與能源轉型議題,將有莫大的貢獻。
    Both of Germany and Japan made great accomplishment in combining “renewable energy” and “local place-making.” Taiwan government intended to follow this trend to achieve “win-win” between energy transition and local sustainability while adopting off-shore wind farms (OWF). Based on previous experiences, OWF did possess great potentials in rejuvenating local economy and leading local sustainability transition. Having said so, the 2018 Taiwan referendum result and reports from Control Yuan both reveals wide suspicion toward this policy. This research chooses the “Li-Way” off-shore wind farm located in Taoyuan coastal area, and attempts to explore how the OWF in Taiwan could contribute to reciprocal relations between energy transition and local place-making. By using “introducing public investment”, “building interest-sharing mechanism” and “establishing partnership” as parameters, this research tries to examine whether if the practices of OWF could trigger transition among local business sectors and promote local innovations.While most energy discourses in Taiwan were borrowing European experiences as paradigms, this research plans to draw concepts from a local case, and develop energy cultural frameworks and action guides which might better fit Taiwan’s local governing structures. Based on this foundation, a more universal model of local energy action plans maybe be applied on East Asia, and it may shed more lights on democratic governance, local development, and energy transition at global level.
