自從二十世紀以來,人力資源管理在公共行政各個層面都出現了無法順應時代的發展,其中以制度建構的失序、官僚系統無法配合、龐膨的政府企業系統高度混亂、快速都市化變革中的缺失、公私部門伙伴關係建構失調,以及國家行政角色擴大漫無限制最為顯著。在此一挑戰性的形勢下,其中涉入到兩個重要的課題,其一為策略建構的議題,其二為政策人力資源執行能力的建構,因之,筆者擬從二十世紀的人力資源管理在發展上的策略與能力進而評估二十一世紀全球化潮流下的因應策略及能力,乃是本研究最重要的研究目的。
由於全球化影響了人力資源管理政策在公共政策及公共行政上的發展,全球化下公共行政的發展的特質也是本研究必須掌握的基礎,因之本研究第一部分乃從Farazmand模式下的三項策略及三項實踐策略的能力的建構來構築人力資源管理政策的分析架構,本質上這是本研究在全球化與全球治理主導下的基礎架構。
第二部份則是就上項基礎下,分別剖析當代人力資源管理理論及Farazmand模式內涵;第三部分則論述Farazmand模式與當代人力資源管理理論的競合;第四部分則闡述建構21世紀全球化下人力資源管理政策策略的設計及實踐人力資源管理策略的能力;並就宏觀的人力資源發展方向,策劃在治理的面向上的三項能力進行觀察;第五部份作個案研究的實徵分析,藉以觀察台灣在人力資源管理政策上的發展及挑戰;第六部份為綜合討論,論述人力資源政策理論如何面臨時代轉型的挑戰。
全球化讓政府面對更多結構不良的政策問題,政府必須有更好的治理能力,而強化政府治理能力的主要來源是政府文官人力資源體系的變革。另外重新界定國家職能與結構,發展新的領導型態,促使政府人力資源管理制度也隨之改變,如此才能為政府組織注入新血,提升國家競爭力,進而在全球化潮流中取得優勢。
Since the twentieth century, human resources management has failed to conform to the today’s development at all levels of public administration. Among them, the disorderly system construction, the bureaucratic system operation, and the swelled government enterprise system are highly chaotic and rapidly urbanized. Deficiencies and imbalances in the construction of partnerships between the public and private sectors, and the expansion of national administrative roles are highly behind the standards of the globalization. In this challenging situation, two important topics are involved, one is the problem of the strategy construction, and the other is the failure of executive ability of the construction of the human resources policy. Therefore, the author intends to study the human resources policy from the development of the 20th century as well as the development al trend of the 21st century. For this purpose, this author is trying to explore the strategies and capabilities in its this globalization age using the model established by Professor Farazmand entitled “Building Administrative Capacity for the Age of Rapid Globalization: A Modest Prescription for the Twenty-First Century”.
Since globalization has affected the development of human resources management policies in public policy and public administration, the characteristics of the development of public administration under globalization are also the foundations that must be mastered to be followed in this study. Therefore, this study is from the two aspects of the Farazmand model. There are the design of development strategy and the construction of governance capacity in globalization age. In the final part, the author undertakes a case study to observe Taiwan's development and challenges in human resources management policies. The aim of this research is trying to make a policy suggestion for government to consideration to construct a sound policy to meet the challenge of the globalization.
