近年來,我國汽車客運司機過勞事件層出不窮,為解決大量乘客運輸問題,加上汽車客運業人力嚴重不足,許多汽車客運司機工時長、工作壓力大,不少司機在執行職務期間發生身體不適、恍神甚至猝死的狀況,導致車禍意外發生,置乘客以及用路人之生命安全暴露在危險的環境中,又加上我國總工時於世界排名居高不下,與其他國家相比總是在前十名,為了能確實縮短工時,達成企業經營目的,同時符合國際趨勢以及保障勞工工作權益,行政院在2016年至2017年間陸續修改勞動基準法,希望能降低工時、擺脫過勞現象。
然而,不同的個體對於法律更動所造成企業內部政策改變的看法不同,而組織政策的變動會影響個人對工作滿意度以及其對組織之承諾。本研究主要以中部以北的汽車客運司機為研究對象,暸解工時政策之改變對於不同排班制度的司機工作滿意度與組織承諾之影響,透過深度訪談蒐集資料並深入暸解中部以北的汽車客運司機因政策制度改變造成其公司組織政策之變動進而影響工作滿意度及組織承諾的意見與想法,再分析及歸納資料找到方法提供汽車客運公司以提升其對於司機人力資源管理的效率,減少司機離職意願,改善人力短缺的現狀,減少汽車客運司機過勞的狀況。
In recent years, there have been many incidents of overworked drivers in Taiwan's automobile transport. In order to solve the problem of serious shortage of manpower in the automobile transportation industry, many bus drivers have long working hours and high work pressures. Many bus drivers have physical discomfort during their duties. The situation of sudden death has led to accidents in car accidents, the safety of passengers and the passers-by being exposed to dangerous environments, and the fact that Taiwan’s total working hours compared with other countries are ranked high in the world. In order to shorten the working hours, achieve business objectives, meet international trends and protect labor rights and interests, the Executive Yuan twice revised the Labor Standards Act in 2016 and 2017, hoping to reduce working hours and get rid of overwork.
However, different individuals have different views on the internal policy changes caused by legal changes, and changes in organizational policies will affect individual satisfaction with the work and its commitment to the organization. This study mainly focuses on the bus drivers in the north region of Taiwan, and understands the impact of changes in working hours policies on the bus driver's job satisfaction and organizational commitment of different shifting systems. Through in-depth interviews, the data is collected. Bus drivers are affected by changes in the company's organizational policies, which affect the job satisfaction and organizational commitments. Then analyze and summarize the data to find ways to provide automobile transport companies to improve their efficiency in driver human resources management and reduce drivers’ willingness to leave, improve the current situation of manpower shortage, and reduce the overworked situation of bus drivers.
