    Abstract: 臺北都會區因人口及產業急遽成長,提升都市之居住、辦公等土地需求,加以都市核心地區之房價過高,購屋置產之經濟壓力使甫移居至臺北都會區之民眾無法承受,於此壓力之影響下,都市郊區化之現象逐漸成型。因此,臺北都會區以大眾運輸導向發展為都市規劃之理念,抑制都市蔓延之現象,進而促使土地轉向高效率之發展,重塑臺北都會區之土地使用型態,並提升都會區環境之可居性。然而,近年來臺北都會區之大眾運輸導向發展僅強調高密度、混合之土地使用規劃,卻忽略了應考量民眾於都市空間中移動之方式與其過程,且因步行至捷運場站之距離超出民眾可接受之範圍,導致多數民眾仍然使用私人運具前往捷運場站或直接放棄使用大眾運具,使大眾運輸導向發展理念預期之效益無法達成。
    因此,本研究考量臺北都會區發展之規劃與管制框架,並在切合臺北都會區發展特性的原則下,透過回顧相關文獻及國外依TOC理念進行都市規劃之案例,擬定捷運場站周邊步行環境之改善策略。接著以模糊德爾菲法(Fuzzy Delphi Method,FDM)專家問卷篩選出其中可行且適宜之策略,將其結果運用網路程序分析法(Analytic Network Process, ANP)依策略之重要程度進行排序,進而擬定捷運場站周邊步行環境改善策略之行動方案,並訂定行動方案實施之期程。最終建構出臺北都會區邁向TOC願景之捷運場站周邊步行環境改善策略體系,提供予未來政府部門都市規劃者及產業界之土地開發人員作為參考,使其可於土地開發過程中,參考本研究擬定之策略體系,營造行人友善之都會區步行空間,期望藉由合宜舒適之捷運場站周邊步行環境,提升民眾願意步行至捷運場站之距離。
    The Taipei metropolitan area has grown rapidly due to population and industries, and has raised the demand for housing and office space in the city. The housing prices in the core areas of the city have been too high. The economic pressure for home purchases has made it impossible for the residents of the Taipei metropolitan area to move to the Taipei metro area. Under the influence of this, the urban suburbanization phenomenon has gradually taken shape. Therefore, the Taipei metropolitan area is guided by the development of mass transit as the concept of urban planning. It restrains the phenomenon of urban sprawl, promotes land to turn into efficient development, reshapes land use patterns in the Taipei metropolitan area, and enhances the environment of the metropolitan area. However, in recent years, the development of mass transit orientation in Taipei’s metropolitan area has only emphasized high-density and mixed land use planning, but it has overlooked the way in which people should move in urban space and how it should be considered, and the distance to the MRT station has exceeded the distance. The acceptable range of the public resulted in the majority of people still using private gear to go to the MRT station or directly give up the use of mass-vehicle equipment, so that the expected benefits of the Transit-Oriented Development concept could not be achieved.
    Therefore, this study considers the planning and regulatory framework for the development of the Taipei metropolitan area. Under the principle of meeting the development characteristics of the Taipei metropolitan area, this study will review the relevant documents and the case of a foreign city based on the TOC concept for urban planning to develop a walking space around the MRT station. Environmental improvement strategy. Then, a feasible and appropriate strategy was selected by the Fuzzy Delphi Method (FDM) expert questionnaire, and the results were ranked using the Analytic Network Process (ANP) according to the importance of the strategy. The action plan for the walking environment improvement strategy around the MRT station and the schedule for the implementation of the action plan. Finally, a walking environment improvement strategy system for the TOC station in the Taipei metropolitan area will be constructed to provide a reference to the urban planners and land developers of the industrial sector in the failed government departments so that they can be used in the land development process. The research and development strategy system will create a pedestrian-friendly metropolitan area walk space and expect to improve the willingness of the public to walk to the MRT station by walking around the convenient and comfortable MRT station.
