管理人才「培育」,包含人才選拔、訓練與考核等;因此可控管單位,如教育部體育署、各單項協會等,皆擁有不可推卸責任。擔任運動代表隊管理需具備三種能力:一、專項技戰術;二、經營團隊人際關係能力;三、其他觀念化能力。對於國內各大專院校,在此課程規劃與培訓,需教育主管單位,做半強制性要求予以規劃。管理人員訓練方法有,一、知識性訓練:演講、程式化學習、會議、在職訓練等;二、技巧性訓練:在職訓練、管理競賽、角色扮演等。所以,有權力決定管理者人選,則須規劃妥當「甄選條件」,篩選出第一流儲備人員,再進行職位輪調法、課堂教育法、見習訓練法、團體訓練法等,去執行管理人員培育。
The "nurture" of management talents involves talent selection, training and evaluation. This renders government agencies such as the Ministry of Education, Sports Administration and various sports federations inherently responsible for such a process. Anyone serving the role of manager of a sports delegation should possess three capabilities: 1. Specialized tactics; 2. Managing relationships in a team; 3. Other conceptual abilities. As such, competent authority for education should plan and implement such training at various universities in a semi-obligatory manner. Measures for training managers include: 1. Knowledge training: lectures, simulated learning, conferences, on the job training(OJT), etc; 2. Technical training: OJT, managing competitions, role-playing, etc. Hence, those authorized to select managers should plan a list of "selection criteria" that will determine qualified management associates, who will then undergo rotational training, lecture education, internship training and group training, allowing for the actualization of manager training.
