本研究以師資培育機構主管人員立場,運用政策執行動態模式(dynamics model)觀點,針對教育部推動的師資培育素質相關政策,透過文獻分析,輔以教育實習學校實地觀察,與現職學校相關人員面談,進行政策執行分析探討,發現臺灣師資培育素質提升政策執行的若干特點,對應提出具體建議,俾供規劃與執行全面提升師資培育素質提升相關政策的參考。未來有統籌的權責機構,透過相互調適與互動學習,對全面提升師資培育素質,將有劃時代的突破與發展。
This study took standpoint of the chief of a teacher cultivation institution to apply viewpoints of the dynamic model of policy execution, aim at relative policy of teacher cultivation quality driven by Ministry of Education, pass through literature analysis and take on the spot observation at practice schools, discuss with relative personnel of the schools, proceed policy execution research and analysis, discover some characteristics of the policy execution for promoting teacher cultivation in Taiwan; correspondingly offer concrete suggestions for the reference of planning and execution of relative policy for promoting the quality of teacher cultivation. A specially authorized institution is to be set up, by mutual adjustment and interactions there will be epoch-making break-through and development on promoting the quality of teacher cultivation.
