地方產業是提升都市競爭力的重要因素，亦攸關地方經濟表現。為達地方產業永續發展，除考量地理環境、人文歷史、發展歷程及產業結構等因素外，也應擬定一套評估指標，使政府在推展發展政策時更符合產業永續發展之目標。本研究先透過模糊德爾菲方法（FDM）確立影響地方產業發展之評估指標，再依據台灣行政院訂定之六大產業行動方案，循以分析層級程序法（AHP）及分析網絡程序法（ANP）之整合，以供找出推動地方產業發展策略優先順序參考。結果顯示「基礎建設」、「創新研發」及「政府政策」為地方產業發展之重要依據。本研究並以桃園市做驗證，透過分析層級程序法及分析網絡程序法之專家意見，得出「生物科技產業」是目前最適合桃園市優先發展的產業，其次為「綠色能源產業」及「醫療照護產業」等。而本研究亦針對台灣行政院訂定之六大產業行動方案進行重要—表現績效分析（IPA），分析產官學者對於目前以桃園市進行六大產業策略之期望與實際滿意度間的關係，其中「生物科技產業」、「觀光旅遊產業」及「醫療照護產業」行動方案，政府及產官學者認知及感受一致，皆認為是重要性政策，且其滿意度相對較高，為目前桃園市之競爭優勢，應該持續保持。本研究結果亦與各國政府目前積極推動之產業發展策略相互呼應，且與當前政府政策發展方向符合，並且符合專家們對於地區產業發展之特性，然未來是否能成功帶動地方產業的成長，仍須透過政策以及各項行動方案的實際操作，未來也可以持續使用本指標進行評估以及修正，且對於其他地區也可使用本指標以及方案進行評估，期望能找出更多地方產業發展的可能性及可行性。未來其他地方政府政府在評估推動地方產業政策前，可先透過用模糊德爾菲法（FDM）評選出該地區之優勢，再運用分析層級程序（AHP）或分析網路程序法（ANP）進行推動產業政策之優先順序，以利政府在眾多產業政策能更聚焦且精確地進行決策。
Local industries are an important element in improving cities’ competitiveness, and they contribute to national economic performance as well. In order to achieve the continuous development of local industries, there should be a set of evaluation standards for governments to formulate the corresponding policies along with the consideration of geographical features, humanity and history, development process, industrial structure and the like. This study employed the fuzzy delphi method (FDM) to elaborate the evaluation standards that affected local industrial development. This study also employed the analytic hierarchy process (AHP) and analytic network process (ANP) to analyze the action plan for the six major industries of the Executive Yuan of Taiwan and to find out the strategic priority of promoting local industrial development. The results showed that “infrastructure”, “creative development” and “governmental policy” were the important factors of local industrial development. This study used the example of Taoyuan City to examine the results. Based on AHP, ANP and experts’ opinions, the most suitable industry for Taoyuan City to develop first is the biotechnology industry, followed by the green energy industry and medical care industry.
The study consists of the policies of different countries, including Taiwan, that promote strategic industrial development. Experts’ opinions on local industrial development are also included. In the reality, the success of local industrial development largely depends on legislation and the implementation of different action plans. It is suggested that this set of standards are adopted to evaluate and refine the policies, and to apply the standards to other areas. It is expected to find out more possibilities and methods for local industry development. In the future, it is suggested that governments employ FDM to find out the localized standards, and then use AHP or ANP to prioritize their industrial development policies. This would help governments to make their policies accurately and objectively.
