    摘要: 本計畫擬以三個年度研究內容,分別針對不同研究對象與方法進行一連串系統性研究,如於第一 年度以「民眾需求」為導向,藉由科學性方法探討其間接關係,以瞭解弱勢族群的主要行為類型,以 此探討不同弱勢族群在社區環境中的身心健康環境影響之因素;再於第二年度以「空間結構」為導向, 探討大眾運輸社區環境中不同路網類型的空間便捷程度,從社區居民的群聚和流動來討論周圍環境配 置,以此瞭解弱勢族群的選擇傾向與身心健康影響關係;以及於第三年度以「規劃供給」為導向,探 討弱勢族群健康友善社區環境,使其落實至土地使用與環境規劃上,本計畫分為三個年度說明如下: 第一年度本計畫旨在運用結構方程模式(SEM),旨在探討不同的弱勢族群在各項行為類型中對其 身心健康影響等三者之間的結構關係,以健康社區發展之概念,藉此充分瞭解弱勢族群日常行為模 式,加以探討建成環境中的身心健康環境影響因素,以此進行捷運場站周圍的社區環境條件與弱勢族 群的運輸行為模式之分析,進而研擬出影響弱勢族群身心健康環境之因素,從弱勢族群的角度探討其 對於健康友善社區環境之喜好,以期建立出能充分考量弱勢族群身心健康需求的結構關係模型,進而 研擬弱勢族群身心健康環境發展改善策略,以供未來台灣都市發展弱勢族群相關議題之參考。然而, 若完成上述目的,雖能提供改善弱勢族群在健康友善環境之發展策略,但亦僅著重於政策方針,尚未 考量到不同的路網結構對弱勢族群行為的影響,據此,續擬第二年度計畫進行。 第二年度旨在以空間型構法則(Space Syntax)之理論與方法為基礎,透過一連串的空間量測變數, 旨在分析弱勢族群在不同路網類型中的空間結構特性與便捷程度,並輔以第一年度身心健康影響之結 構關係模型,作為討論社區周圍環境配置之評估項目,進而從不同空間環境的路網類型中,加以瞭解 弱勢族群的流動、群聚與周圍土地使用配置的關係,藉此探討社區環境的土地利用結構對不同弱勢族 群身心健康的影響,以瞭解弱勢族群的選擇傾向,以及現況環境對弱勢族群身心健康的實質影響,最 後再續以反應到第三年度的規劃模式上,進而朝向健康友善社區環境發展,亦使一般民眾受惠。 第三年度更進一步運用具操作性的多目標數學規劃法(MOP),旨在建立弱勢族群健康友善TOD 社區環境之規劃模式,以弱勢族群高度群聚且低度友善的捷運場站為例,評估其周圍社區環境,若以 弱勢族群身心健康最友善為目標,其周圍土地使用與環境配置該如何規劃與整合,才能降低社區環境 中對於健康的負面影響,進而提升弱勢族群的大眾運輸使用意願與一般民眾的步行意願,以期台灣 TOD 社區環境朝向可持續發展,最後建構出考量弱勢族群身心健康需求且具有整合性的友善社區發展模式。
    This project aims to conduct a series of systematic research on research objects and methods, such as the first year to apply "resident demand" to study, by the scientific method to explore relationships to understand the weaknesses. The first-year project The first year of the program aims to explore the structural relationships between the various disadvantaged groups and their effects on the physical and mental health of the various types of behavior, using the structural equation model (SEM). To combine the concept of healthy community development, to fully understand the daily behavior of the disadvantaged groups, to explore the built environment in the physical and mental health factors, in order to carry out MRT stations around the community environmental conditions and the behavior of the disadvantaged groups model And then to develop the factors that affect the physical and mental health of the disadvantaged groups, to explore their preferences for the health-friendly community environment from the perspective of the disadvantaged groups, in order to establish a structural relationship model that can fully consider the physical and mental health needs of vulnerable groups, And to improve the development of physical and mental environment for the disadvantaged groups, so as to provide reference for the future development of disadvantaged groups in Taiwan. 2. The second-year project The second year, based on the theory and method of Space Syntax, aims to analyze the spatial structure characteristics and convenience of disadvantaged groups in different types of road network through a series of spatial measurement variables. This paper takes the structural relationship model of the first year's physical and mental health as an evaluation item to discuss the environmental disposition of the community, and then from the different network types of the space environment to understand the relationship between the mobility of the disadvantaged groups and the surrounding land use configuration, This study explored the influence of community structure on the physical and mental health of the disadvantaged groups, in order to understand the tendency of the disadvantaged groups and the actual effect of the current environment on the physical and mental health of the disadvantaged groups. Finally, the third- , And towards the development of a healthy and friendly community environment, will benefit the general public as well. 3. The third-year project The third year, the MOP (Multi-objective Mathematical Programming) was used to construct the planning model for the health-friendly TOD community environment of the disadvantaged groups, for example, the highly affluent and low-level MRT stations , To assess the surrounding community environment, if the disadvantaged groups the most physical and mental health as the goal, the surrounding land use and environmental configuration of how the planning and integration in order to reduce the negative impact of health in the community environment, thereby enhancing the disadvantaged groups of mass transportation Willingness and the general public's walking desire, with a view to the Taiwan TOD community environment towards sustainable development, and finally to build a consideration of the physical and mental health needs of disadvantaged groups and have integrated and friendly community development model.
