    Abstract: 氣候變遷可能加劇海域漂流物受風力與海流推送導致之海岸汙染,海岸社區居民因此應提升環境 風險意識並採取因應行動。本研究以桃園及淡水河口海岸社區為例,針對海岸汙染範圍地理圖資,探 究氣候變遷下之海岸社區韌性建構模式。本研究有助於釐清氣候變遷衝擊,提升海岸社區居民調適能 力,涉及社會與經濟之韌性轉型發展。本研究特色在於透過跨領域整合運用自然與社會科學研究方法, 著重社會脆弱度評估與利害關係人參與機制,提出前瞻性的海岸社區韌性建構模式,用以檢視潛在的 社區敏感度與居民調適能力,協助海岸社區邁向有調適能力之韌性社區。研究內容要點包括: - 第一年:彙整與分析相關子計畫資料,建立以Driver-Pressure-State-Impact-Response(DPSIR) 因果模型為基礎的研究架構,以及社區風險評估(社會脆弱度)方法,釐清海岸社區關鍵衝擊 因子,並於生態敏感之桃園及淡水河口海岸,挑選高脆弱度之海岸社區作為研究區域; - 第二年:針對第一年挑選出之海岸社區,持續根據DPSIR 研究架構,參考科學實證與推估,進 行深度訪談與分析口述資料;強調分析結果有助於提出不同層次的調適建議,面向涵蓋海岸社 區之居民調適力與社區敏感度,並邀請利害關係人共同規劃社區韌性建構架構; - 第三年:針對第二年提出之社區韌性建構架構,持續根據DPSIR 研究架構,邀請相關子計畫成 員,運用地理設計方法,聚焦在資料、設計、決策三個地理設計階段與流程,共同建置海岸社 區韌性建構模式,支援氣候變遷調適相關決策。
    Climate change may induce coastal pollution. Constant exploitations of the ocean render numerous present challenges, such as drifting pollution and deteriorating coastal habitats. It is important to note that coastal residents raise risk awareness in responding to the climatic impacts. The study focuses on exploring a model for building coastal community resilience to climate change, based on the collected data related to coastal pollutions. The study underlines the significance of interdisciplinary research approaches, social vulnerability assessment, and stakeholder engagements. The model contributes to provide insights into both environmental sensitivity and residents’ adaptive capacity. Moreover, it helps the coastal communities face the challenges of climate change towards adaptive community resilience. The study is conducted as follows: - The first year: the study begins with collecting data from all related projects, and developing the research framework based on the Driver-Pressure-State-Impact-Response(DPSIR)causal framework, and identifying the key impact factors that refer to environmental risks of coastal communities. Based on that, the study sites located in Tauyuan and Taisui river areas will be selected. - The second year: based the results of the first year, following the DPSIR framework, and evidence-based research findings, the semi-structured interviews are conducted and analyzed. It is noted that adaptation measures mentioned by the interviewees are key for community resilience building, including the engagement of stakeholders. - The third year: based on the findings of the second year, and following the DPSIR framework, the Geodesign process is started to invite the research members to communicate how to transfer data to design and decision, in order to develop the model for building coastal community resilience to climate change.
