The study aimed at analyzing the relationships between research tendencies and human resources applied to forest management studies at the Taiwan Forestry Research Institute (TFRI) from 1947 to 2000 by means of utilizing bibliometrics and sociometrics. There were 165 papers regarding forest management subjects completed within the period, equivalent to 15% of the amount of TFRI’s total papers published during that time. Quantitatively, these research subjects mostly focused on traditional forest management, forest economics, and forest planning, with fewer studies on forest policy and forest recreation. Generally speaking, the papers stressed the core concepts of traditional forest management such as timber production or plantation management; however, new issues from the viewpoints of ecology and society emerged in the last decade. Because TFRI’s manpower was very limited, a minority of researchers with high academic productivity usually dominated the development tendencies of the Institute’s forest management research subjects. The study also indicated that the faster the turnover of researchers was, the greater were innovation and diffusion of new research concepts.
