Abstract:	水土保持法目的為保育水土資源，涵養水源，促進土地利用，維護自然資源生態景觀，防治土壤沖蝕等災害，應用工程、農藝或植生的方法，達成目標來增進人類福祉。臺灣基於本身環境（自然地質，地形質候等條件，經濟發展的環境要求，及坡地面積範圍增加等因素）及世界潮流有關水土保持工作的啟示，必須落實執行水土保持。本規劃即為充實水土保持人力及強化水土保持組織及運作之輔導方案，以符合水土保持法第38條規定於實行5年內提出之一項成效。 The need of conservation works deserves the serious attention due to Taiwan's special geographical situation and world trends for sustainable development in the future. The promulgation if Soil-Water Conservation Law stresses the scope and enforcement of these works. This planning is based on transdisciplinary and transorganizational-set model approach to maintain ecological and environmental balance for sustainable development. It concludes that the number of personnel to be institutionalized should increase to around 900, and the organizational change is to set up an independent department at the central government level. The Soil-Water Conservation Bureau at the provincial level should be upgraded to the Department of Natural Resources Conservation.
