Abstract:	社會法治國原則主要在要求立法者實現制憲者之委託。透過行政、立法及司法三權之合作與制衡，保障與實現人民具人格尊嚴之自由權與平等權，以達社會正義與社會平等之理想境界。為達上述憲法精神，立法者應立法建構社會安全制度，以確定人民基本權利與自我之實現。社會安全制度之首要為社會保險制度，依據社會保險保障之範圍，我國已先後實施全民健康保險、職業災害保險、就業保險及老年（退休）年金等制度，目前亦正研議長期照護保險。 Commission of the persons who are requiring legislators to realize formulating a new constitution of the principle that the social acts runs a country mainly. And check and balance through administration, legislating and cooperation between three right of administration of justice, ensure and realize the people have freedom right of dignity of human personality and equal right, in order to reach social justice and society's equal ideal realm. In order to reach constitution spirit described above, legislators should legislate to build and construct the social security system, in order to confirm fundamental rights of people and selfrealization. It is a system of the social insurance that social security system is primary, according to the range of the social insurance policy coverage, our country had already successively implemented health insurance of the whole people, calamity insurance of the job, employment insurance and old age (retire) Systems such as the annuity, etc., are also grinding speaker one and looking after insurance at present.
