    摘要: 古蹟、歷史建築和文化展演空間向來被視為非營利機構,目前地方政府的委外制度,大多只單純以量化數據來評量其績效,往往不是呈現出過度商業化的經營模式,不然就消極管理令其成為閒置設施。有鑑於此,如何讓歷史建築得以保存了城市的記憶與文化傳承,又能在新時代下,賦予新風貌並成為城市活化的新策略點,便是現今都市發展的重要議題。本研究探究如何在保有城市歷史記憶的前提下,發展新的城市文化。探討文化資產活化再利用的城市發展議題,如何在不失去原有保留原意,又可重建當年的原貌,並且展現新的文化價值的方式。
    本論文研究以文獻探討、個案研究法等質化分析方式進行研究。透過文獻探討回顧過去歷史建物被指定及設置的重要性,個案研究法瞭解建物現況與經營模式,確認經營方式是否成為有過度商業化或閒置的蚊子館情形。並以質化分析方式,分析現有歷史建築再利用的案例上,在城市發展與歷史保存間的比重權衡效益,歸納整理出日後推動歷史建築再利用時的政策擬定參考。
    從文獻資料蒐集開始,對歷史建物概念及相關文獻的回顧,並整理相關歷史建物經營概況作調查研究,提出所要研究之對象、地點等研究範圍,擬定調查方式,針對特定研究個案作資料整理、歸納、分析,串聯文化經營方式之課題與對策,研擬商業與文化相互協調平衡之經營模式,彙整後提出結論與建議。
    本研究整理分析目前台北市具代表性之歷史建築再利用案例,探討其區位、再利用方式、經營管理等方式,對於原有空間的歷史記憶保存與新城市文化發展間的關係,探求其經營模式與地方居民間的互動方式,最後歸納出歷史建物經營成功因素,提出經營模式與建議。透過結合建築保存與商業文化創意兩個介面的包裝與經營,保存文化資產的都市紋理與創造其商業價值。
    Historic relics and buildings and the space for cultural exhibition have been seen as non-profit organizations. At present, the quantified statistics are mainly used to assess the performance of the local government’s outsourcing institutions, which either present the over-commercialized management mode or make them idle facilities as a result of passive management. In view of this, it has become an important issue of the contemporary urban development how to enable the historic buildings to preserve the memory and cultural heritage of a city and in the new era endow them with a new style and make them the new strategic points for urban vitalization. This study discusses how to develop a new city culture with the premise of keeping the historical memory of the city. Also, it deals with the issue of city development revitalizing and reusing the cultural assets in terms of how to reconstruct the past image without losing the original intention and exhibit the way of a new cultural value.

    This study is conducted through the qualitative analysis such as document analysis and case studies. Through the document analysis, it looks back on the importance of appointing and setting up the past historic buildings. A case study is aimed to understand the status quo and management mode of the construction to make sure whether the management tends to be over-commercialized or idled. The quantitative analysis is used to analyze the existing case of reusing the historic buildings. By evaluating the benefits between the city development and historical preservation, the study will offer a reference for policy making for the future promotion of reusing the historic buildings.

    Starting from collecting the documents, the study will have a retrospect of the concept of the historic building and the related documents, organize the related general management condition of the historic buildings for further investigation and research, propose the research dimensions including objects and locations, decide the way of investigation, do the arrangement, generalization, and analysis of the specific case, string the lessons and strategies of cultural management, draw up a business model that strikes a balance between commerce and culture, reach a conclusion and make suggestions after integration.

    The study arranges and analyzes the present representative cases of reusing historic buildings in Taipei City. It discusses their locations, ways of reusing and of management, and the relationship between the historical memory preservation of the original space and the cultural development of the new city. By discussing the interaction between the management mode and the local residents, it will finally sum up the factors of the successful management of a historic building and propose the suggestions on the business mode. By combining the packaging and management of the two phases of construction preservation and commercial and cultural creativity, it intends to preserve the urban texture of the cultural assets and create their commercial value.
