    題名: 四生環境共生地區發展評估架構之建立

    摘要: 以永續發展的環境理念為基礎,四生環境(E.S.L.P Environment)乃是人類為滿足生存、生活與生產之所需而在自然生態環境(Ecological Environment)中所建構出的生存環境(Survival Environment)、生活環境(Living Environment)與生產環境(Productive Environment)。本研究透過環境共生及永續發展相關文獻之分析與整合,以及近年來因ICT產業的精進與物聯網系統整合的智慧城市觀念,將上述三個面向共同導入,建立四生環境共生地區發展評估架構,並以台北市為對象進行個案分析。
    對於四生環境共生地區發展評估架構之建立,本研究首先經由文獻回顧分析探討廣義的智慧城市與四生環境共生理念之關係,其次,透過層級分析法(AHP)建立四生環境共生地區發展評估架構及了解衡量指標之權重關係;最後經由台北市地區為案例進行四生環境共生地區發展評估架構的實證分析,運用四生環境共生支持力的應用運算,找出台北市地區共生支持力程度。
    研究結果顯示,有關四生環境共生地區發展的評估可以分成五個子系統,經由AHP評估方法,顯示各環境系統的權重由大至小,依序為生存環境構面、生活環境構面、生態環境構面、共生智慧構面、生產環境構面。而在十五個衡量指標中,前三項重要的指標分別為地區維生資源類、地區維生能源類及地區生活品質類。此外,經由台北市地區的實證分析,顯示台北市的生存環境構面支持力得分較低,其次為生態環境構面,亟需加強台北市的生存環境的建置及生態環境的加強。此四生環境共生地區發展的評估架構應可適用於從大至小的不同地區環境,建議後續研究可進一步透過此評估架構,針對台灣的六個直轄市的支持力程度進行評估比較。
    Based on the concept of sustainable development, the framework of ESLP Environment is composed of four sub-systems, including: Ecological Environment (E), Surviving Environment (S), Living Environment (L) and Productive Environment (P). This research hasfirstly reviewed the environmental symbiosis and environmental sustainability. And then, through the system integration with ICT technology, smart city is included into the governance of sustainable development. Furthermore, a case study on Taipei city is conducted.
    Through literature review, the relationship between smart city and ESLP Environmentis identified. Secondly, weighting scores for various evaluation index and ESLP Environment indicators are derived through AHP. Lastly, by means of casestudy on Taipei city, the evaluation framework is modified and tested for practical application.
    This research shows that the Surviving Environment (S) takes the highest weight, followed by Living Environment (L), Ecological Environment (E), Symbiosis Environment and lastly Productive Environment (P). Among the fifteen evaluation indexes, the most crucial top three subjects are the establishment of city’s living resource, the quality of water supply and air breath, and the quality of city’s public infrastructure. From the case study on Taipei city, we found that the supportive rate on Living Environment (L) takes the lowest point after the Ecological Environment (E).
    Through case study, it is confirmed that the ESLP Environment framework could be applied on various areas. It is suggested that a comparison and evaluation on the largest six cities in Taiwan should be conducted in the future applications.
