在1980年代我國產業發展,即已面臨工資上漲,環保意識抬頭,新台幣持續升值等不利因素,更面臨產業升級之瓶頸與壓力,尤其在我國加入GATT後,將對我國產業結構及經濟發展,造成重大衝擊。
目前政府積極規劃「亞太營運中心」的構想,主要核心即建立「高附加價值製造及研發中心」要達成此項目標,必須先改善台灣目前的投資環境與解決民眾環保意識高漲問題。
本研究係計對台灣地區工業化最重要的產業,深入探討廠商對設廠環境的識覺,瞭解目前台灣主要產業設廠環境的優劣條件,並分析近三十年間工業在台灣地區空間集散過程。其結果可供政府相關部門訂定最合適產業區位政策的重要參考,而尋求工業發展與環境保護之平衡點,期望可改善工業投資環境,提升國家整體的競爭力,更可供爲社會環境教育之重要資料。
The Development of the Strategic Industries and Factory Owner's Environmental Perception in Taiwan. From the beginning of 1980's, the Taiwan industries have faced several tough situation, such as the increasing of average wages, the growth of public concerns on environmental issues, the inflation of NT. dollar's exchange rate compared to U.S. dollar, and the difficulties and pressures of upgrading industries’ technology Moreover, becoming a member of GATT will have heavily impacts on industrial structure and economic development.
The major purposes of this study are to explore: 1) Have ”the Strategic Industries,” planned and supported by the government between 1980 to 1990, become the key industries in Taiwan? 2) What are the characteristics of the Strategic Industries’ spatial location, and 3) What are the firm's environmental Perception?
The results of this study provide the important information to government agencies for planning related policies, and it is also helpful to environmental education. Finally, the study will serve as a valuable reference to evaluate the potentiality and feasibility of Taiwan to become a ”highly value-added produce and research center,” along the road to ”Asia Pacific Transportation Center.”
