軍事的研究發展與創新一直是國防經濟的基礎議題。然而,國防技術的研發如何影響民間商 品的創新?國防的研發支出如何排擠政府的公共基礎建設支出,進而左右經濟成長與福利水 準?為了分析這些問題,本計畫擬發展一個國防R&D 成長模型。一方面從實事面討論財政 當局如何調整預算配置比例,來影響總體經濟相關經濟變數。另一方面從規範面討論財政當 局如何使用財政政策矯正,不完全競爭與公共基礎建設對經濟體系所產生的資源配置扭曲, 並進一步討論福利成本的議題。 The military research and development (R&D) has been a fundamental issue in defense economics. However, how does military R&D influence civilian R&D? How does military R&D expenditure crowd out government’s investment in infrastructure and then affect economic growth and social welfare? To analyze these questions, this project will develop a military R&D-based growth model. From the positive aspect, this project will examine whether the fraction of government spending devoted to military R&D expenditure set by the fiscal authority governs macroeconomic variables. From the normative aspect, this project will deal with how the fiscal authority sets its optimal policy to remedy the distortion from market imperfections and infrastructure investment. Moreover, this project also will make an effort to examine the welfare costs.
