摘要: | 台灣都會區住宅型態以公寓大廈為主,共用部份設施的多元化規劃,形成高公設比的現象。這些社區公共設施規劃時,因為規劃者無法掌握購屋者之需求,使得原本立意甚佳的設施,可能成為社區裝飾品或棄置不用。本研究從住戶實際使用社區公共設施的調查分析,建立社區公共設施規劃評估準則,並對規劃者、管理者、使用者分別提出建議,提高社區公共設施的使用效益。
本研究以實證為基礎,採用用後評估理論,藉由文獻回顧分析二手資料,包含公寓大廈共用部分設施、物業管理及社區意識等相關理論,及建築技術規則、台北市土地使用分區管制規則、公寓大廈管理條例等法規。從公寓大廈共用部分設施管理現況實地訪查、整理,經專家訪談修正,建立公寓大廈共用設施規劃評估準則。
選取台北市不同行政區的五個社區,針對社區公共設施以田野調查進行實地調查分析,從環境面、服務面、活動面、社會面之公共設施評估構面,探討公寓大廈公共設施的實際使用情形,採問卷方式調查住戶對社區公共設施的使用反應,運用spss統計軟體迴歸分析,瞭解公寓大廈各項公共設施,住戶使用後之重視度與滿意度。
研究成果分別從環境面、服務面、活動面、社會面找出用後評估準則,社區環境品質準則為:「安全」、「舒適」、「安寧」、「衛生」、「環保」,生活服務管理準則為:「便利」、「生活服務」,社區休閒活動準則為:「健康」、「休閒」、「文教」,社區參與認同準則為:「組織」、「節慶」、「聯誼」。住戶對社區公共設施四個構面之重視度依序為:1.社區環境品質2.生活服務管理3.社群休閒活動4.社區參與認同,環境面與服務面之重視度高於活動面及社會面,顯示住戶仍然偏重機能性的務實考量,但是活動面與社會面的設施提供,將有助於社區住戶的互動,建立社區意識,強化管理機制,進而提升社區價值及提高生活品質。
Apartments comprise a predominantly high ratio of all housing in Taiwan’s metropolitan areas. The diversified planning of shared public facilities has resulted in high public facilities ratio. During community public facilities planning, due to planners’ inability to grasp house buyers’ needs, public facilities originally intended for a good cause may turn out to be community decorations or left unused. In this study, through a survey analysis on residents’ actual public facilities usage, community public facilities planning assessment standards were established. In addition, recommendations for planners, managers, and users were put forth in order to improve the efficiency of community public facilities usage.
This study is evidence-based, with the post-occupancy evaluation theory adopted. Through literature reviews, secondary data, including shared facilities of apartments, logistics management, community awareness, and other relevant theories, as well as building technical rules, Taipei City’s land use zoning control rules, apartment provisions, and other regulations, underwent analysis. After site visits, the existing situation of apartment shared facilities management was collated, and the expert interviews were amended to establish the criteria for apartment shared facilities planning assessment.
Five communities from different administrative districts in Taipei City were selected. Targeting community public facilities, site inspection and analysis were implemented through the field research approach. Based on the public facilities assessment dimensions, namely, the environmental side, the service side, the activity side, and the community side, the actual usage of apartment public facilities was explored. The questionnaire survey was administered to investigate residents’ responses towards community public facilitates usage. In addition, the regression analysis was conducted using the SPSS statistical software to gain an insight into residents’ post-occupancy emphasis and satisfaction towards the various apartment public facilities.
The research results were used to find the post-occupancy evaluation standards from the environmental aspect, the service aspect, the activity aspect, and the social aspect. The criteria for community environmental quality are: “safety”, “comfort”, “serenity”, “hygiene”, and “environmental protection”; the criteria for life services management are: “conveyance”, “life services”; the criteria for community recreational activates are: “health”, “recreation”, and “cultural education”; the criteria for community participation identity are: “organization”, “festivals”, and “gatherings”. The residents’ levels of emphasis for the four dimensions of community public facilities ranked in order are: 1. community environmental quality; 2. life service management; 3. community recreational activities; 4. social participation identity. The emphasis attached to the environmental side and the service side is higher than that of the activity side and the social side, thus indicating the residents’ inclination towards function-based practical considerations. However, the provisions of facilities, from the activity aspect and the social aspect, are said to be conducive to more interaction among residents, reaching community consensus, and strengthened management mechanisms, thereby enhancing community value and improving the quality of life. |
