摘要: | 早期重視經濟,使經濟快速發展情況下,著重於交通便利,使私人運具發展發達,進而忽略對自然環境所造成之破壞,導致現今社會受全球暖化、溫室效應、空氣污染、交通擁擠等因素影響,然而,隨著時間的演進、科技越發達的情況下,人們為解決快速發展所產生之問題,開始朝向追求永續發展。因此,對於朝永續發展的都市來講,減少碳排放、降低污染、維護健康環境等目標是息息相關的,故在各方面政策融入永續理念,就以運輸部門為例,提倡永續運輸,導入綠色運輸與人本交通之運輸模式,其中,綠色運輸是減緩空氣污染、維護自然環境,並對環境友善之交通運輸方式,所以再考量近年來國內因工業發達、私人運具便捷等因素,排放大量的溫室氣體造成空氣污染等問題,以及大量車流量增加車道負荷力等問題,故希冀為了維護自然環境品質、減少空氣污染、降低不可再生能源損耗,而提倡綠色運輸作為近代主要交通模式。
因此,本研究瞭解現今綠色運輸發展情形,故以臺北車站特定專用區為研究範圍,透過文獻回顧彙整綠色運輸策略,並經由問卷分析(修正式德爾菲法)對於臺北車站特定專用區範圍內綠色運輸發展現況及策略執行程度進行研究,來實證本研究目的。本研究經過分析後得到共10項綠色運輸策略未達到高度落實水準,因此根據分析結果,將10項中、低度落實水準之策略進行提出改善作法,最後,針對所提出之26項改善作法,依執行難易度研擬出短、中、長期改善計畫,供日後作為相關政府機構,如交通運輸部門,對於擬定綠色運輸策略、執行方案時能有所參考。
It take economy seriously at early period that made the rapid development of the economy. It centre on convenient transportation that made the private transport developed, and it ignore thing of the damage to the natural environment. The result caused issue of global warming, the greenhouse effect, air pollution, traffic congestion. However, with the passing of time and the developed technology, people pursuit of sustainable development in order to solve the problems of rapid development. Therefore, it make the purpose of reduce carbon emissions, reduce air pollution, protect the healthy environment for urban of sustainable development. It let the concept of sustainable development in policies. For example, it promote sustainable transportation with model of green transportation and human transportation in department for transport. The green transportation can reduce air pollution and maintenance of the natural environment. Consequently, it consider cause of the industrial development, private transport with convenient, and it cause problems of air pollution and traffic congestion. It promote green transportation for maintenance of the natural environment, reduction of air pollution and reduction of non-renewable energy.
Therefore, I order the indexes by literature, and analysis of questionnaire (Modified Delphi Method), for study the current situation of green transportation and the act of implementing of strategy for green transportation in Taipei Main Station Special District. The result of research is ten green transport policies do not reach the height of the implementation of standards. According to the analysis, it put forward way for improving ten of the low and medium level of implementation of policies. Finally, according to the twenty-six ways of improvement, and it put forward short, medium and long-term improvement plan. The research can offer the policy of green transportation for department for transport. |
