    摘要: 由於資訊科技的日新月異以及網際網路應用的快速推廣,人們對於教育與訓練的模式,已從課堂教學方式轉化成整合數位媒體的多元教學方式。如何利用電腦與網際網路為主體的數位學習模式將是未來教學的趨勢。然而國軍相關培訓單位在數位學習之使用上仍屬於起步階段,有鑑於國軍因演訓任務,常常無法定時、定點參與學習之限制,以及近年來國軍人力精簡,投入國軍通識教育及基礎訓練之講師嚴重面臨人力不足之窘境。本研究嚐試彙整分析數位學習發展趨勢以及相關機構導入數位學習平台之經驗,以及教育部遠距教學認證規範內涵為基石,相互比較相關數位學習平台功能,先期藉由專家訪談及腦力激盪,了解目前數位學習系統平台設計之功能及相關構面後,針對本研究對象之軍方某單位之資訊部門、培訓部門以及單位學習者發放系統功能指標的問卷,再採以層級分析法探究系統功能指標重要程度,作為未來國軍培訓單位需要導入數位學習系統平台之參考準據。
    研究結果在數位學習平台評選之權重結果發現,國軍內部專家認為學習評核構面最為重要;第二層功能指標因素中以線上測驗最高、第二是歷程紀錄、第三為註冊管理。而外部專家學者認為服務支援構面最為重要;第二層功能指標因素中以最新消息最高、第二是常見問題集、第三為論壇區;最終建議評選模式為W數位學習平台。
    Due to the rapid change of information technologies and the rapidly increasing number of internet popularization, learning models of education as well as training have been changed from classroom learning to integrated learning. Although E-Learning with Internet would be the major trend of training strategy, the adoption of E-Learning platform in military training institute is still in its early-stage. This study tries to con-struct a set of evaluation criteria for E-Learning platform functions which are suitable for military training institute of Taiwan. The analytical hierarchy process (AHP) will be used to develop criteria for functions of a military training E-Learning platform. The future trend of E-Learning in training, the E-Learning and training experience of rele-vant organization and the major functions of popular platforms in domestic universities will serve as the baselines of this study.
    The research results for selecting the most suitable E-Learning platform are pre-sented by the weighting of evaluated factors and functional indexes. From the perspec-tive of experts serving in the military, they believe that the factor “learning evaluation and examination” is the most important one. As far as the functional indexes of the sec-ond layer under the evaluated factors are concerned, “on-line evaluation” ranks on the top, “learning records” is the second most important index, and “registration and man-agement” is on the third place. However, from the perspectives of civilian experts, they consider “service and support” is the most important evaluated factor. For the functional indexes of the second layer, they believe that “the latest news” ranks the most important index, “frequently asked question” and “the forum” are on the second and third most important one, respectively. Final evaluation criteria is suggests the W E-Learning plat-form.
