    Abstract: 資訊化時代的來臨,讓醫療院所進行醫療資訊系統(Hospital Information System, HIS)的購置與維運已成必然,並成為執行臨床業務與推動醫療院所行政管理的重要機制。其中,屬於HIS 核心的醫囑系統,主要用來協助臨床在醫病過程中,提供醫師開立醫囑、協助各項用藥檢核及醫令檢核,及病歷繕打。本研究聚焦結合健保IC 資料與醫囑系統提升醫療服務品質的作法,先以一般化的醫療流程為基礎,再輔以醫師專家的醫囑系統使用經驗的訪談,思考可能的應用情境與流程;接著,以Visual Basic 程式語言為開發工具在Windows 平台下,實作虛擬HIS 的醫囑系統,藉此評估運用健保IC 資料段與醫囑藥品開立的檢核方式,及需要呈現的方式與時點,並再次和醫生進行討論,藉此評估藥品檢核流程驗證,從而提出善用現有資訊提升醫師對醫囑系統使用滿意度與醫療品質的具體作法和建議。
    After the coming of the information era, it becomes a necessity for all hospitals to purchase and maintain a Hospital Information System (HIS). The HIS plays a very important
    role in carrying out clinical service and hospital management. The medical prescription
    system is a core component of HIS. It assists physicians in checking orders, drug use and keeping medical records. A good prescription system will improve medical service, diagnosis and control of hospital expense.
    Therefore, our study focused on the integration of IC card information with the prescription system. Basically, we used the ordinary medical flow pathway and supplemented
    with medical experts’ opinion. The purpose of our study is to investigate the application
    scenarios and flow paths. We utilized the Visual Basic program which is under Windows’ system as the tool for developing a virtual HIS system. By repeated discussions with the medical experts, we assessed the application of IC card information in double checking with the prescription system. The development of this drug double checking system will improve the patient safety, the physicians’ user satisfaction and the medical service quality.
