    摘要: 經濟環境改善,國民所得提高,民眾逐漸重視居住品質與室內空間環境下,隨之產生的住宅室內設計需求與日俱增,但由於住戶的個人需求、背景不同及守法觀念差異,以致遵照建築物室內裝修管理辦法依法申請審查之成效不彰,違章建築、違規裝修眾多,或未重視按法規要求的標準裝修,造成裝修過程中屢有採用易燃材質裝修,甚有妨害或破壞建築物主要構造、防火避難設施與消防設備等情事而肇生災害,導致建築物使用安全與品質出現漏洞。
    本探討實證調查集合住宅室內設計業主辦理行政審查關鍵因素等之處理決策調查。借由調查,分析業主未依法申請室內裝修審查之原因及其影響變數,進而提出改進策略,除供政府單位推動室內設計裝修相關制度改革依據外,並提供室內設計師作為推動室內設計裝修辦理行政申請審查之参考。為達前述探討目的,本探討內容共分五章十七節,第一章概陳集合住宅室內設計業主辦理行政審查問題,續陳本文之探討動機及目的、探討範圍及內容、探討步驟、方法與流程等;第二章進行文獻回顧,提出本探討之理論基礎;第三章調查分析實證,先對室內設計師及市府官員進行訪談作業,依據訪談結果找出關鍵議題設計成問卷內容,再針對住宅室內設計業主辦理行政審查之關鍵因素進行調查問卷;第四章討論與結果,訪談與問卷調查結果整理分析,進而提出住宅室內設計裝修辦理行政審查推動不易的原因,與業主屬性之間關係的關鍵因素;第五章則以探討結果及探討心得提出結論與建議。
    調查結果得知,業主屬性中的「教育程度」在12題問項有4項達顯著性差異,「職業」12題問項有2項達顯著性差異,「年齡」12題問項有1項達顯著性差異。此可供政府相關單位及室內設計師推動室內設計裝修辦理行政審查之參考依據。調查發現室內設計業主普遍對於室內設計裝修法令的實施目的、認知程度並不高。因此,加強室內設計裝修法令宣導,尢其加重教育程度在高中以下業主之教育訓練,將「建築物安全健康」的法治觀念融入並深植於生活中外,更需讓業主瞭解住宅室內設計裝修辦理行政審查,是把關住家居家安全與身體健康品質的重要依據。
    With improved national economy and income levels, people in Taiwan have begun to place a greater emphasis on their living quality and given more thought to their interior space. This has led to a rise in demand for interior renovation services. However, due to differences in personal needs, backgrounds, and understanding of the interior renovation assessment regulations among residential property owners, few people file for an assessment, which is mandatory, when renovating their homes. As a result, illegal constructions and regulatory violations are often observed; there are reported renovation projects that fail to meet legal requirement; inflammable materials have been used in inappropriately areas; and there are common damages to the main structure, and fire & escape equipments of buildings, leading to severe hazards. These observations have caused grave concerns regarding building safety and quality.
    This study aims to identify the influencing factors for legal compliance of interior renovation by residential property owners in multiple dwelling units(MDU) in Taiwan by investigating the correlation between unsatisfactory legal compliance and the characteristics of residential property owners. The study proposes a number of suggestions for the reference of government agencies and interior designers. The study contains five chapters and seventeen sections. Chapter 1 begins with a summary report regarding the compliance problems by residential property owners in MDUs, followed by motivation and goals, scope and content, methodology, steps and procedures of the study. Chapter 2 offers a literature review as well as a theoretic foundation for the study. Chapter 3 details the methodology of the study, which includes interviews with interior designers and city government officials to identify key concerns for the preparation of a survey to be conducted on residential property owners in MDUs. Chapter 4 offers an analysis on the survey results and presents the correlations between unsatisfactory legal compliance and the characteristics of residential property owners. Chapter 5 contains study results and suggestions based on the survey results and the researcher's observation.
    The study results show that 4 out of 12 questions regarding the level of education of the respondents indicate significant difference; 2 out of 12 questions regarding the occupation of the respondents indicate significant difference; and 1 out of 12 questions regarding the age of the respondents indicates significant difference. The study results can serve as a reference point for government agencies and interior designers in their dealing with legal compliance issues. The study finds that surveyed residential property owners lack the understanding of the goal of the governing regulations. Therefore, it is suggested to increase awareness in this respect, particularly for residential property owners whose level of education falls under senior high school. Educating the people of the importance of interior renovation assessment and the goals of these legal requirements is the key to better building safety, living quality and personal health.
