面對當前跨域的、極端的、大尺度的全球環境變遷衝擊，專業與常民、官僚與民眾、技術規畫與受災苦情、長期調適與短期復原之間存在諸多矛盾，如何減少矛盾，確立良善治理，因應環境災變，台灣社會亟思因應的課題。而國會正是界於政府與民眾、專業與常民的中介性政治場域，發揮著反映民意、監督政府、參與決策的角色，立法院提供了台灣面對極端環境變遷最具指標性的觀察平台。本計畫以「調適」（adaptation）做為焦點，觀察立法院委員在莫拉克風災後，經過對外界知識與災民訊息的吸納轉化，是否形成具調適概念的議題框架，圍繞此一調適概念的倡議網絡是否能影響立法決策的行動網絡，並串連出跨屬性聯盟的機會。方法上，本計劃藉由語意網絡與行動網絡分析，同時運用制度屬性與網絡指標探究認知到行動的連結，最後評估其對國家調適策略發展的影響。
In the face of global environmental impacts characterized as being cross-geographical, extreme, and of large scale, many dilemmas emerges between professionals and laymen, bureaucrats and the general public, technical planning and grievance of the affected, long-term adaptation and short-term recovery. For Taiwan, it becomes a crucial issue regarding how to respond to environmental disaster while maintaining good governance and harmony. To this end, Legislative Yuan, mediating the experts and the laymen, government and people, with functions of reflecting public opinion, policy scrutiny, decision participation, offers the most critical platform for observing Taiwan’s responses to the extreme environmental change. The proposal focuses on “adaption” to shed light on the link between issues and actions, that is, to observe the extent to which Legislative Yuan in the Aftermath of Morakot Disaster can forge issues frames of adaptation after absorbing the relevant information and knowledge about the disaster. It goes further to investigate whether the advocacy network of adaptation can successfully transform to action network to push for adaptation agenda into concrete laws or to create some cross-attribute coalition which can further increase the possibility of policy window for adaption. In the project, issue network and action network analysis are applied and both institutional attributes and network indicators are used for empirical analysis. The results of the research are expected to contribute to the future development of national adaptation policy planning.
