Industry is one of the important factors of the economic development of a region. The purpose of the industry policy is building a robust environment, leading the industry to grow steadily and to form a solid foundation for the economy growth. Hence, when the industry policy is established, an objective analysis regarding the regional feature and its resource status shall be made, from which the potential and the superiority of the region is derived. According to different requirements and the overall economy environment condition, we can set the direction and goal for the industry development accommodating the market mechanism, which is mainly referred to the free competition that without interference.
The regional industry plays an important role in the domestic economy development, moreover, a necessity for a region to live on. Nowadays, many countries think highly of the regional industry development and make integrated policies with foresight. In order to prompt the regional industries, the government had developed many industrial promotion programs on regional industries, which had local characteristics. With these programs, regional industries become prosperous and contribute to the overall economy growth in Taiwan.
In Taiwan, regime changes due to the election. Since the industry policy needs a long-term planning, the Taiwan industry policy has been lacked for an integral plan for a long time. For the continuity of the industry policy planning even with regime changes, we analyze all kinds of factors which have influence on the industry policy with an objective perspective, summarize and come out an indexing system which can be applied to the evaluation of industry policy in Taiwan.
